The main purpose of this research is to design a new business plan structure for entrepreneurs, actors and organizations of social and solidarity companies in the province Los Ríos, Ecuador. Thus, this paper aims to create a simple and rigorous guide designed upon the gathering of the necessary information from 24 entrepreneurs of the project “Young Impulse” led by the “Youth Technical Secretariat”. We propose to use the neutrosophic AHP-SWOT technique as part of the business plan. We incorporate Neutrosophy because it allows us to explicitly model the indeterminacy that exists in experts’ evaluation. On the other hand, the Analytic Hierarchy Process (AHP) and SWOT (Strengths, Weaknesses, Opportunities and Threats) techniques have proven to be effective in decision-making and planning.

Nowadays, the economic crisis affecting the countries makes more important the selection process of investment projects. Such is the case of Ecuador where the Multi-annual Public Investment Plan 2017-2021 establishes indicative amounts of public investment that are projected to be executed annually to achieve each of the nine strategic objectives of the National Development Plan that pay tribute to the Sustainable Development Goals of the UN. This plan has certain weaknesses that may not allow an effective and efficient choice at the same time. Which entails a scenario of uncertainty for the Ecuadorian investment process. So we dare to say that a classic selection of investment projects is not suitable. Therefore, there is a need for a decisionmaking support tool that allows the most effective and optimal selection of the projects of greater importance and scope based on multiple, specifically defined criteria. Thus, the main objective of this research is to develop a selection process for investment projects based on multicriteria decision methods in a plithogenic environment. If an adequate method is determined for the selection of an investment project in an environment of uncertainty based on Plithogeny, it will be possible to provide an effective tool that optimizes the decision-making process. For this, the plithogenic versions of the AHP and TOPSIS methods will be adopted.

The modeling of a SWOT matrix in a plithogenic environment is an excellent decision support tool that allows selecting alternatives most effectively and optimally. Then, it gives rise to the approach of how to develop an adequate SWOT matrix for hospitals that allows the study and definition of strategies in a plithogenic environment. To solve the problem, the main objective of the research is to develop a SWOT matrix using plithogenic sets. Given the fact that if an adequate strategy that includes uncertainty is implemented, it will be possible to provide an effective tool that optimizes the decision-making process. A theoretical framework of the SWOT matrix will be developed to achieve this objective, and a method for its processing in a neutrosophic environment will be implemented. Afterward, it will be applied to the actual situation of Ecuadorian hospitals and pertinent strategies will be proposed.

El derecho es una herramienta para lograr el cambio social. Debe estar a la altura de una sociedad moderna y progresista. La vida en la era moderna es más complicada que en la época de nuestros antepasados. Con los métodos y herramientas actuales es imposible resolver los problemas de hoy. Para adaptarse al entorno social en constante cambio, estos contenidos deben ser revisados de vez en cuando. Se pueden persuadir mediante el establecimiento de una opinión pública fuerte y la concienciación de los prejuicios seculars o, en última instancia, mediante la legislación. Los cambios sociales en la sociedad pueden lograrse a través de medidas de bienestar que deben proporcionarse en gran número, o pueden ser persuadidos mediante el establecimiento de una fuerte opinión pública y la conciencia de los prejuicios seculares, o pueden ser persuadidos a través de la legislación. Las dos primeras acciones no han tenido ningún efecto discernible. Ni siquiera han sido capaces de resolver los problemas de los millones de personas oprimidas que necesitan ayuda desesperadamente. Cada vez son más las cuestiones jurídicas y políticas que dependen de una información empírica precisa. A la vista de estos avances, un conocimiento práctico de los métodos empíricos debería figurar entre las herramientas profesionales de un abogado bien formado. Un abogado formado en métodos empíricos será más persuasivo en los tribunales y en la sala de juntas. Por ejemplo, la formación empírica permite a los abogados comprender las herramientas estadísticas que puede utilizar un perito. Además, dada la prevalencia de los métodos empíricos en las ciencias sociales, cualquier persona que se plantee una carrera en el ámbito del interés público o de la política estará bien servida si adquiere algunos conocimientos cuantitativos básicos. Por último, la erudición empírica está desempeñando un papel cada vez más importante en la academia jurídica, pero también en todo el mundo, con revistas y conferencias enteras dedicadas únicamente a proyectos de base empírica. Cualquiera que se plantee una carrera académica (por no hablar de los actuales editores de revistas jurídicas) debe estar familiarizado con los métodos empíricos. En este sentido la Neutrosofía y los métodos de investigación neutrosóficos, se presentan como una potente alternativa que garantiza el tratamiento de las indeterminaciones y las inconsistencias en las investigaciones empíricas. La Lógica Neutrosófica proporciona un mecanismo de inferencia que permite simular los procedimientos de razonamiento humano en sistemas basados en el conocimiento. La teoría de la lógica neutrosófica proporciona un marco matemático que permite modelar la incertidumbre de los procesos cognitivos humanos de forma que pueda ser tratable por las computadoras.
