For years, businesses have complained about the costs of regulatory compliance. On the other hand, society is becoming increasingly aware of the environmental, safety, health, financial, and other risks of business activity. Government oversight seems to be one of the answers to safeguard against these risks. But how can we deregulate and regulate without jeopardizing our public goals or acting as a brake on economic growth? Many instruments are available to assess the effects of laws regulating business, including the regulatory impact assessment (RIA), which contains cost/benefit analysis, cost-effectiveness analysis, risk analysis, and cost assessments. This book argues that public goals will be achieved more effectively if compliance costs of the enterprises are as low as possible. Highlighting examples from a wide spectrum of industries and countries, the authors propose a new kind of RIA, the business impact assessment (BIA), designed to improve both business and public policy decision making.

Over the past forty years, numerous theoretical advances have been made. From Ayres’ and Braithwaite’s ground breaking work on ‘responsive regulation’, we have seen models of ‘smart regulation’, ‘regulatory governance’ and ‘regulatory capitalism’ emerge to capture the growing prevalence and importance of regulation in modern liberal Western capitalist societies. Important advances also have been made in the practice of regulation, with regulators evolving from traditional enforcement focussed ‘command and control’ models to being ‘modern regulators’ with a suite of diverse and innovative regulatory tools at their disposal. The book presents and critically examines these theoretical and practical developments from the perspective of governments who design regulations, and the regulators that deploy them. In doing so, the book examines the various forces and interests that influence and shape the regulatory endeavour, and the practical challenges facing governments and regulators when deciding whether and how to regulate. This volume is a study of regulation in context: in the context of the public policy it is designed to deliver; the law that enables, shapes and holds it to account; and the evolving societal and institutional frameworks within which it takes place. Aimed to provide innovative cross-disciplinary conceptual frameworks that regulators, regulatees, those whom regulation is intended to benefit, and academics, might employ to better understand and undertake the regulatory endeavour. This will be of great interest to researchers, educators, advanced students and practitioners working in the fields of political science, public management and administration, and public policy. .

It is increasingly common for businesses to face public policies and government regulation that demand some form of environmental or social protection. These protective public policies have grown in number, complexity, and stringency over the last few decades, not only in industrialized countries but also in the developing world. In this 2010 book, Jorge Rivera presents a theoretical framework for understanding the relationship between protective public policies and business compliance. This framework explains different levels of business compliance in terms of three different factors: the link between the stages of protective public policies and different levels of business resistance, the effect of country context, and the effect of firm-level characteristics. The second part of the book supports and elaborates on this framework by presenting empirical studies that examine two voluntary environmental programs: the US ski industry's Sustainable Slopes Program and the Certification for Sustainable Tourism in Costa Rica.

Better Business Regulation In A Risk Society written by Alberto Alemanno and has been published by Springer Science & Business Media this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-09-14 with Political Science categories.

The premise of this volume is that business regulations are expected to grow in the near future as a consequence of the emergence of a “(world) risk society.” Risks related to terrorism, climate change, and financial crises, for example, will penetrate all conditions of life. Increasingly, the decisions and actions of some bring about risks for many in this era of globalization. Controlling these risks implies managing the world through high-quality regulation, with a particular emphasis on businesses and financial institutions. Central to this approach is the argument that a major, if not the primary, aim of regulation is to internalize externalities, or in a broader context, to repair market failure. Such repair can only be accomplished when the costs are smaller than the welfare gains. Featuring contributions from researchers and policy analysts from the fields of economics, management, law, sociology, political science, and environmental policy, this book focuses on three major topics: • Social risks and business regulation • Preconditions for better business regulation • Theoretical issues related to better business regulation Collectively, the authors demonstrate that the easier it is for regulated businesses to comply at the lowest costs possible—without jeopardizing the related public goals—the greater the degree of compliance. When successful, the net result is a balance of individual and collective net benefits, and by further implication, sustainable business practice and economic growth.

... contributing scholars consider the impact that government regulations, policies and other forces--including innovation, tax reform, employee disincentives, academic partnerships, the costs of complying with government stipulations--have actually had on small business growth. Based on an examination of policy efforts in the late 1980s, the book attempts to reveal the changing emphasis in the nature of the debate regarding small business in today's economy. Entrepreneurial Economy Review Small Business in a Regulated Economy is the first comprehensive exploration of the impact that government regulations, policies, and other forces have on the formation and growth of small business in the United States. A collection of original essays by distinguished scholars, the book makes an important contribution to business literature by raising fundamental issues related to small business operating in a regulatory economy, identifying the implications of public policies which inhibit or encourage small business growth and development, and defining the nature and character of the policy area. In addition to thoroughly examining the role that government has played in small business regulation, the contributors also make suggestions and recommendations concerning the role government should play in the future to spur small business growth and success.

Global Business Regulation written by John Braithwaite and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2000-02 with Business & Economics categories.

This book confronts the question of how the regulation of business has shifted from national to global institutions. Based on interviews with 500 international leaders in business and government, this book examines the role played by global institutions such as the WTO, IMF and the World Bank, as well as various NGOs and significant individuals. The authors argue that effective and decent global regulation depends on the determination of individuals to engage with powerful agendas and decision-making bodies that would otherwise be dominated by concentrated economic interests.
