This dissertation presents three studies on California's water footprint, which is defined as the amount of water required to produce everyday goods and services demanded by California consumers on a yearly basis. Such a consumption-based indicator of water use is novel, and I introduce water footprint science as an expanded reading of water that adds value to conventional approaches to understanding society's relationship with water resources. California, as a water-limited state, presents a useful case study for examining how demands on water resources have shifted within and outside of the region through its water footprint. The Introduction section discusses the history of water use in California from a conventional perspective as well as what water footprint assessment, as an evolving science, might offer in terms of an expanded reading of water for sustainability decision making. The first study (Chapter 2) shows that scaling water footprint assessment to the state level both illuminates California's unique arrangement with respect to internal and external water resources and provides a basis for policy consideration at a relevant decision-making level. The second study (Chapter 3) focuses on the water footprint of California's energy system in order to show how environmental policymaking, particularly climate mitigation policies in the energy sector, can result in maladaptation with respect to water systems and that water footprint assessment provides a useful tool for avoiding redistribution of water impacts. The third study (Chapter 4) presents a time-series of California's overall water footprint, indicating an externalization of water footprint demands in recent decades and a decreasing of dependence on internal water resources for instate consumption of everyday goods. The Conclusion section reflects on what water footprint assessment has thus far provided in terms of an expanded reading of water for California, and how that information might support sustainability decision making in various facets of governance. I identify shortcomings of the method and ways in which improvements can be made in the future, particularly through interdisciplinary research. Water footprint information offers important insights into California's recent development as well as tools for developing future sustainable transitions.

Different activities utilize water resources at different rates, rely on different water sources, and thus have a different "footprint" in regard to their water demand. However, the water footprint of these activities differs depending on the region and the time when the activity occurs. In popular literature, the footprint metric has seen some success in the ability to represent the large magnitude of human resource consumption, to more relatable per-capita quantities. However, these depictions are often based on global surveys that mask regional variability in water use. This thesis presents a framework for agricultural water footprint assessment, implemented using free and open source software. It explores the variability of the water footprint of select agricultural activities in the State of California from 2008 through 2015. The results describe a diverse landscape of water use variability driven primarily by crop choice. The study reveals that crop specific water footprints can have significant, inter-annual variability, independent of climatic conditions. Supported by water distribution infrastructure, agricultural activities can be found across the state. Water footprint assessments can be used by growers and resource managers, who wish to maximize utility per unit of water allocated, planners who wish to understand national risks and strengths, or the informed citizen who wishes to evaluate the sustainability of their consumptive activities

“Water neutral” is one of the many phrases used to describe a building, development, neighborhood or even region whose “water footprint”—the amount of water it consumes—is no greater than the water it conserves. The concept is a natural successor of “carbon neutral” and “carbon footprint,” which are in turn successors of “ecological footprint.” Most water-neutral projects in the United States are in California, where a combination of environmental regulation, culture of environmentalism and extreme drought has made it possible to explore water management policies that might have once seemed extreme. Given the similar size, similar climate variability, similarly strong economies and population pressures, in addition to the regular occurrence of drought, California is a good place to look for potential solutions to water management issues in Texas. But given political and cultural differences, implementing those policies in Texas will have a number of significant challenges. This paper will review the history and culture of water management in each state, followed by the circumstances under which water offset policies were developed in California, and the circumstances in Texas that may preclude similar policies. Finally, it will make two policy suggestions for water neutral development in Texas, one voluntary and one mandatory, and consider the benefits and drawbacks of both.

In the context of recent California drought years, we investigate empirically whether consumers are willing to pay for more efficient water usage in the production of four California agricultural products. We implement an internet survey choice experiment for avocados, almonds, lettuce, and tomatoes to elicit consumer valuation for water efficiency via revealed choices. We estimate a model of consumer choices where a product is defined as a bundle of three attributes: price, production method (conventional or organic), and water usage (average or efficient). Varying the attribute space presented to consumers in the experimental choice design gives us the data variation to estimate a discrete choice model-both conditional logit specifications and random coefficient mixed logit specifications. We find that on average consumers have a significant positive marginal utility towards water-efficiency and estimate that there is an implied positive willingness to pay (WTP) of about 12 cents per gallon of water saved on average. Moreover, informing consumers about the drought severity increases the WTP for low water footprint options, but not significantly. We find that there is heterogeneity in the WTP along respondents' education, race, and also with respect to stated environmental concern. Our findings have policy implications in that they suggest there to be a market based potential to nudge consumers who want to decrease their water footprint and follow a more sustainable diet, namely, by revealing information on the product's water footprint in a form of a label. Simulations of removing low water footprint labels from the choice set attributes imply significant consumer surplus losses, especially for the more educated, white, and more environmentally concerned respondents.
