Cambodia's growth in the last 20 years has been remarkable and the lives of its people have improved substantially. But low-cost labour advantages on a narrow economic base have driven this growth. The country now needs to move beyond the four sectors that have dominated its economy: garment manufacturing, tourism, construction, and agriculture. Better education outcomes and higher-level skills are crucial for economic diversification and structural transformation and to sustain its inclusive growth. Labour force participation is high and unemployment relatively low, but the large majority of jobs are informal and more than a half of the employed have just a primary education or less. Addressing the problems of skills mismatch and future skills demand is therefore a priority. This joint report from the Asian Development Bank and the International Labour Organization examines constraints and opportunities for increasing productive employment in Cambodia. It can help the country exploit the opportunities its youthful labour force offers, but this window is closing fast.

The case study explores which skills and training opportunities young people need in order to gain access to decent employment in rural areas. The research was undertaken in order to develop recommendations to support the Ministry of Agriculture, Forestry and Fisheries (MAFF) and FAO Cambodia in developing appropriate recommendations to support rural young people, especially those of the 15 to 17 age cohort. The study highlights the limited decent employment opportunities that currently exist along various agricultural value chains in rural Cambodia. Poverty and the structural problems of the agricultural sector are the main barriers for youth in accessing decent rural employment. A substantial enhancement of the education system, as well as the provision of appropriate training services to ensure successful schoolto-work transition is seen as necessary to tackle these challenges. A well-balanced policy mix reflecting national and local circumstances can encourage employment opportunities and create an environment that enables rural youth. Building on previous research on agriculture in Cambodia, agricultural transformation requires promotion of agribusiness enterprises, support to community-managed organizations of farmers, promotion of agropreneurs, and investments in agricultural and rural development, particularly in infrastructure, energy, water, education and health. Moreover, most youth entering agriculture are self-employed and work as smallscale farmers. Therefore, the provision of skills and training in rural areas should focus on the skills required to be self-employed.

This volume presents a multinational perspective on the juxtaposition of language and politics. Bringing together an international group of authors, it offers theoretical and historical constructs on bilingualism and bilingual education. It highlights the sociocultural complexities of bilingualism in societies where indigenous and other languages coexist with colonial dominant and other prestigious immigrant languages. It underlines the linguistic diaspora and expansion of English as the world’s lingua franca and their impact on indigenous and other minority languages. Finally, it features models of language teaching and teacher education. This book challenges the existent global conditions of non-dominant languages and furthers the discourse on language politics and policies. It does so by pointing out the need to change the bilingual/multilingual educational paradigm across nations and all levels of educational systems.

China’s Belt and Road Initiative (BRI) is intended to radically increase investment and integration along a series of land and maritime routes. As the initiative involves more than 100 countries or international organizations and huge amounts of infrastructure construction, cooperation between many different markets is essential to its success. Cheung and Hong have edited a collection of essays that, between them, examine a range of practical issues facing the BRI and how those issues are being addressed in a range of countries. Such challenges include managing financing and investment, ensuring infrastructure connectivity, and handling the necessary e-commerce and physical logistics. Emphasizing the role of Hong Kong as an intermediary and enabler in the process, this book attempts to tackle the key practical challenges facing the BRI and anticipate how these challenges will affect the initiative’s further development. The book provides a holistic and international approach to understanding the implementation of the BRI and its implications for the future economic integration of this huge region. This volume seeks to identify and explore the forces affecting higher education in the Asia Pacific region today. It includes a set of conceptually-rich organizing chapters followed by detailed country-specific studies that detail both the underlying dynamics of these forces and the manner in which they have affected specific countries. In this way, the chapters touch on the complex demographics of the region, how continued and continuous economic development impinges on higher education, and how neoliberalism has affected higher education across many dimensions. The volume also addresses the complex issues associated with cross border education and the daunting challenges of both national and cross-national quality assurance.
