Master's Thesis from the year 2009 in the subject Politics - Region: Far East, grade: 14 points, University of Marburg (Gesellschaftswissenschaften und Philosophie), language: English, abstract: Cambodia has accumulated hundreds of years of repressions, supervision by foreign countries, territorial partitions, insecurities, and conflicts. The last 5 decades, Cambodia has suffered extensive military or ideological wars, undergoing changing political regimes that were neither stable nor legitimately recognized. These passed from absolute monarchy, to communism attached to Maoism, to socialism after Marx and Lenin, to capitalism, and finally to constitutional monarchy based on parliamentary system, (Vannath 2003:49) which have influenced significantly all state institutions from complete destruction to reconstruction based on ideological, geo-strategic interest or political cupidity. Ironically, the country’s experience has remained internationally rather unnoticed, succeeding eventually in the past years to acquire political attention due to the substantial international financial and technical efforts in post-war reconstruction and peace building. (Heijmans 2004:331). With this support, Cambodia is trying to redefine itself and to open itself to the world as a regional equilibrating partner, a corner of cultural and architectural treasures, but also as a traumatized nation in need of foreign aid. In this process, the country has formulated diverse narratives to represent it on the international and domestic scene and to help people go on with a hope for peace and prosperity. Given being this evolution, the thesis ascertains the contribution of the new Cambodian founding myths in the country’s peace building after having emerged from destabilizing rules, especially the Khmer Rouge regime. In the wake of democratization, Cambodia has started to set a new beginning, this paper searching to understand if these transitional definitions of the nation play a constructive part in the promotion of sustainable peace and security. The issue is still in the process of becoming, since only the end of the Vietnamese administration in September 1989 has opened the way for Cambodia to make justice and recover from the pernicious times. For this reason the victim narratives still claim justice, turning into full founding myths when they would have lost there appellative function. (Münkler 2008:2) Consequently, Cambodia slightly adopted some measures to improve its situation, among which the formulation of new narratives representing the nation’s position in dealing with its trauma in the face of the new international support and its own reckoning with its past.

Dependent Communities investigates the political situations in contemporary Cambodia and East Timor, where powerful international donors intervened following deadly civil conflicts. This comparative analysis critiques international policies that focus on rebuilding state institutions to accommodate the global market. In addition, it explores the dilemmas of politicians in Cambodia and East Timor who struggle to satisfy both wealthy foreign benefactors and constituents at home-groups whose interests frequently conflict. Hughes argues that the policies of Western aid organizations tend to stifle active political engagement by the citizens of countries that have been torn apart by war. The neoliberal ideology promulgated by United Nations administrations and other international NGOs advocates state sovereignty, but in fact "sovereignty" is too flimsy a foundation for effective modern democratic politics. The result is an oppressive peace that tends to rob survivors and former resistance fighters of their agency and aspirations for genuine postwar independence. In her study of these two cases, Hughes demonstrates that the clientelist strategies of Hun Sen, Cambodia's postwar leader, have created a shadow network of elites and their followers that has been comparatively effective in serving the country's villages, even though so often coercive and corrupt. East Timor's postwar leaders, on the other hand, have alienated voters by attempting to follow the guidelines of the donors closely and ignoring the immediate needs and voices of the people. Dependent Communities offers a searing analysis of contemporary international aid strategies based on the author's years of fieldwork in Cambodia and East Timor.

Since it began in 2008, the dispute over the temple of Preah Vihear and its adjacent area has envenomed Thai-Cambodian relations. Puangthong R. Pawakapan argues that initially Thai-Cambodian cooperation on the temple had begun within the framework of Thailand’s strategy to become a regional economic centre and leader. It was the first time in Southeast Asia that two formerly antagonistic states were employing cultural methods to settle a territorial dispute and turned it into a symbol of friendship and cooperation between the two countries. Why would China invest so much in small states, such as those at the China-Africa Forum, that offer such small political, economic, and strategic return? Some scholars assume pragmatic or material concerns drive China's foreign policy, while others believe the government was once and still is guided by Marxist ideology. Conducting rare interviews with the actual policy makers involved in these decisions, Sophie Richardson locates the true principles driving China's foreign policy since 1954's Geneva Conference. Though they may not be "right" in a moral sense, China's ideals are based on a clear view of the world and the interaction of the people within it-a philosophy that, even in an era of unprecedented state power, remains tied to the origins of the PRC as an impoverished, undeveloped state. The Five Principles of Peaceful Coexistence mutual respect for territorial integrity and sovereignty; nonaggression; noninterference; equality and mutual benefit; and peaceful coexistence live at the heart of Chinese foreign policy and set the parameters for international action.
