In September 1978, William Quandt, a member of the White House National Security Council staff, spent thirteen momentous days at Camp David, the presidential retreat in Maryland, where three world leaders were holding secret negotiations. When U.S. President Jimmy Carter, Egyptian President Anwar Sadat, and Israeli Prime Minister Menachem Begin emerged on September 17, they announced a monumental accomplishment: the first peace agreement between Israel and one of its Arab neighbors. Invitations to Camp David, the presidential retreat in the Catoctin Mountains of Maryland, are rare, limited to the closest members of the president's family and administration, and to the most notable foreign dignitaries. For those who will never visit it, W. Dale Nelson's book offers an intimate look at the camp and its eminent lodgers. Franklin D. Roosevelt, who selected the spot, which was originally built as a boys camp, called it Shangri-La. Harry Truman visited the rustic retreat only occasionally. In the 1950s, Dwight Eisenhower found it a perfect haven, added a small golf course, and renamed it after his father and grandson. Eisenhower was also the first to lift the veil of secrecy around the retreat by inviting Soviet Premier Nikita Khrushchev to visit. With Khrushchev's visit, the "spirit of Camp David" came to symbolize one of the first thaws of the cold war. Other former Soviet Premiers would follow, including Leonid Brezhnev, who, it is said, was accompanied by a stewardess who spent the night in his cabin. It was in this tranquil setting that Lyndon B. Johnson imported aides to plan and debate the Vietnam War. After his reelection, Nixon went to the mountaintop to reorganize his administration. In the meantime, he had secret taping devices installed in the presidential lodge. It was Jimmy Carter, though, who restored Camp David's international fame by using it for the intense negotiations to achieve peace between Israel and Egypt.

Originally named Shangri-La by Franklin D. Roosevelt, today's Camp David was a well-guarded secret until its existence was revealed after World War II. A US Naval facility set on a mountaintop, Camp David's tight security has piqued the curiosity of Americans and foreigners. Prior to the outbreak of war, Roosevelt had access to the nearby presidential yacht as a "getaway" to escape the pressures of life in the White House. After a brief search of nearby locations, a site on Catoctin Mountain in Maryland was chosen as the place for the presidential retreat. It remained Shangri La until President Eisenhower said the name was "just a little fancy for a Kansas farm boy" and renamed it Camp David after his father and grandson in 1953. It has served as retreat for each succeeding president and, in addition to providing rest and relaxation, has been the setting of several historic meetings. Robert P. Savitt writes and lectures on a variety of historical subjects. He holds a doctoral degree from Georgetown University, served in the Departments of Defense and State, and was legislative director for a US senator.
