For over a decade, Canada’s participation in the war in Afghanistan dominated media headlines, government discussions, academic studies, and the public international security debate. Now that the mission in Afghanistan is over, what issues should shape Canada’s international security agenda? This collection of essays, written by leading observers of Canadian policy, seeks to answer this question by investigating how Canada will likely respond to new threats and security challenges in light of the experience gained in Afghanistan. Topics include the future place of NATO in defence and security policy, regions of concern and interest, and nuclear weapons and arms control.

After the terrorist attacks of 9/11, which targeted the heart of financial and military power in the United States, Canada once again proved its credentials as a key American ally. With the imminent end of its combat role in Afghanistan, however, it is time to take stock of how Canada has adapted to the exigencies of the post-9/11 world and to consider the future directions for its foreign, defence, and security policies. This timely exploration and re-assessment of Canada's approach to strategic affairs offers a diverse set of nuanced, sometimes controversial, and always insightful perspectives on the most pressing security challenges that Canada currently faces. Bringing together noted experts on these issues – including a Canadian Senator, a past Minister of National Defence, former high-level military officers, and top scholars - this collection provides powerful ideas and guidance for the difficult task of formulating an overarching national security strategy.

To what extent are Canada and Mexico "natural allies" in continental and world affairs? How will this relationship unfold in terms of security issues in the aftermath of the Cold War? These questions were the focus of a workshop held in Mexico City in 1994 from which this book took its themes: historical context, American influence, and potential cooperative security options. A process of redefining "security" concerns in a changing hemisphere is clearly underway, and Natural Allies? examines economic factors, drug trafficking, questions of autonomy and strategic alliance, and defence priorities as intersecting interests in the Canada-Mexico dialogue. This is volume two in CHANGING AMERICAS, a series published in collaboration with the Canadian Foundation for the Americas (FOCAL).

A compilation of brand-new research and writing from leading Canadian and European experts on Canadian foreign policy, Canada's Foreign and Security Policy re-examines Canada's political place and international influence in the contemporary world. As half of the contributors are non-Canadians, this 'outside-in' character of the book offers a unique perspective on internal versus external role perception, recognizing the disparity between Canada's national self-image and interpretations from outside the country's boundaries. Organized into three parts, the book begins with a conceptual analysis of Canada's label and position as a middle power, then moves on to assess the soft and hard dimensions of Canada's foreign and security policy within this framework. Individual chapters are policy-relevant and cover a range of topics of interest to Canadian foreign policy students and scholars alike, including human security, development policy, environmental and energy policies, the role of the Canadian forces, terrorism, NATO involvement, and Arctic sovereignty. Within these chapters, key debates meet new scholarship as authors examine the interrelationships within and among policy areas, and also call into question the 'sedimented truths' of Canadian foreign and security policy.

Since 9/11, policy-makers and observers have questioned whether America should don the mantle of empire for the sake of world peace, or whether peace will come through world government. Locating Global Order questions the very idea that the political order is hierarchical, with state and international institutions at the top and groups and individuals at the bottom. Chapters examining various case studies on Canada's role in the construction and maintenance of order domestically and internationally reveal that the global order post-9/11 is not exclusively American allied powers are a key component of its hegemony.

After more than ten years of effort by many states to control and redress conflicts in the Balkans, Africa, the Middle East, and elsewhere, Canadian political and military leaders are still struggling to adjust defence policies and to build armed forces relevant to the international security situation Canada faces today. But the unending demand of what on the surface seem to be disparate operations and the absence of any overarching description of strategic reality confounds these efforts. Policies drawn from theories appropriate to the cold war era and "classic" peacekeeping missions are out of step with the demands of the past ten years and the future and make it difficult to develop new ways of thinking about defence policy and force development to deal with the world we live in. In Campaigns for International Stability the authors see a new pattern emerging from ten years of experience and seemingly different operations. "The post-cold war era" has been superceded by the stability campaign - a continuous diplomatic and military endeavour by states in various types of coalitions to halt conflicts, disarm belligerents, and police lawless regions around the world to bring "peace, order and good government" to international affairs. Armed force, and sometimes deadly force, is the central and necessary component of this campaign, but what type of force and what type of policies are appropriate to this new era? The authors address this question in a discussion of defence policy and management in Canada since 1989 and their relation to the needs of the stability campaign. They describe policy making in a Canadian context, political and other domestic factors that shape Canada's military capabilities, and the influence of the defence budgeting process on policy choices. Finally, the authors set out a new defence-policy framework for rebuilding and transforming both policy and the Canadian Armed Forces over the next ten years to meet the challenges of the stability campaign.
