Bagian pertama buku ini, memuat arti penting capacity buiding bagi organisasi sektor publik dan berbagai persoalan empiris dan teoritis dari capacity building yang menjadi pijakan penulis untuk mengkaji persoalan ini lebih mendalam. Bagian kedua, menjelajahi berbagai khasanah teoritis dari capacity building, yang meliputi dimensi-dimensinya, yakni, dimensi pengembangan sumber daya manusia, penguatan organisasi dan reformasi kelembagaan. Di samping itu juga dibahas mengenai berbagai aspek dari kinerja pemerintahan dan indikator pengukuran kinerja. Bagian ketiga, memaparkan secara komprehensif pengalaman empiris pembangunan kapasitas pemerintah daerah dalam menyelenggarakan urusan kesehatan di Kota Malang. Sedang pada bagian keempat atau bagian terakhir dari buku ini, memuat hasil analisis dan pengembangan model pembangunan kapasitas pemerintah daerah.

The Covid-19 pandemic has brought about massive disruptions in societies and economies across the world. Singapore’s early success in managing the Covid-19 pandemic has received much attention from researchers and observers from across the world. A study by the T.H. Chan School of Public Health at Harvard University had described Singapore’s early efforts to detect and contain Covid-19 as the “gold standard of near-perfect detection”. Despite its success in containing Covid-19 infections, Singapore has also faced challenges arising from systemic policy blind spots, resulting in high levels of infection in its migrant worker dormitories.
