The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

The terminal evaluation serves a double purpose of (i) providing evidence on project performance (delivery of results) for accountability and transparency purposes, and (ii) promoting learning and knowledge sharing within FAO and GEF and among the global and national partners to strengthen the institutional and technical capacities of countries to meet the ETF requirements of the Paris Agreement. The evaluation used a combination of methods to gather information: document review, semi-structured interviews of pilot country representatives, other key stakeholders and CBIT-Forest Partners, and project management and Project Steering Committee members, as well as a brief survey targeted at pilot country partners. The evaluation used interviews and surveys to provide evidence on project performance, with particular emphasis on assessing the achievement of outcomes and impacts, value-added and benefits provided through participation in the CBIT-Forest project, sustainability, general value-added and lessons learned.

This evaluation assesses the extent to which FAO adopted an effective, coherent and transformative approach to its work on climate action from 2015 to 2020, by contributing to the achievement of SDG 13 targets and the Paris Agreement. The methodology included portfolio analysis, quantitative content analysis of over 500 documents, participatory stakeholder workshops, desk reviews, interviews with 488 stakeholders, analysis of key FAO products, 3 global surveys, and 13 country case studies. The evaluation’s findings are (i) FAO’s Strategic Framework is aligned with SDG 13 and the Paris Agreement. However, FAO has not expressed a long-term vision on its leadership role in agriculture for climate action; nor does FAO governance yet reflect a clear and strategic focus on its mission on climate action; (ii) The 2017 Climate Change Strategy has effectively supported FAO’s work, but it is not fully integrated into corporate decision-making; (iii) FAO has made relevant contributions by supporting national capacity building for climate action; (iv) FAO’s contributions to SDG 13 and the uptake of products and tools are not systematically monitored and reported; (v) There is little alignment of portfolios between divisions and no systematic approach to trade-offs. Consequently, the root causes of climate change on agriculture are not being addressed in an integrated way; (vi) FAO has strong capacity, but the current business model results in uneven distribution of human and financial resources and in fragmented, short-term projects reach; (vii) FAO contributed to climate adaptation and mitigation by collaborating with Members and other partners, although it has engaged less in innovative partnerships with the private sector, financing institutions and civil society; (viii) FAO has progressed on the inclusion of gender-specific climate action initiatives. The recommendations of the evaluation include developing a corporate narrative on climate change and food systems; formulating a new Climate Change Strategy and action plan; improving the climate change labelling of its project portfolio; mainstreaming climate action into all offices, divisions and levels, and including coordination and guidance to embed procedures in the project cycle, quality assurance and learning mechanisms; adopting a climate action-focused programmatic approach; running an assessment to identify capacity gaps, needs and opportunities and, accordingly, strengthening the capacity of staffing, funding and inter-office communication; enhancing its partnerships and seeking out innovative partnerships; and mainstreaming the core “leave no one behind” by including women, youth, the extreme poor, indigenous peoples and other vulnerable groups.

This report provides an update on forest reference (emission) levels (FREL/FRLs) and Reducing Emissions from Deforestation and Forest Degradation Plus (REDD+) results submitted to the United Nations Framework Convention on Climate Change (UNFCCC), and relevant developments under the Green Climate Fund concerning REDD+ results-based payments. It illustrates the choices countries have made when constructing their FREL/FRLs and areas for improvement identified during technical assessments. As of early July 2019, the following REDD+ measurement, reporting and verification (MRV) milestones had been achieved: 39 countries had submitted 45 FREL/FRLs to the UNFCCC for technical assessment; 8 countries had reported REDD+ results to the UNFCCC through ten submissions (in the REDD+ technical annex of their biennial update reports), totalling more than 8 billion tonnes of carbon dioxide equivalent (CO2eq) in emission reductions. Two funding proposals (Brazil and Ecuador) for REDD+ results-based payments had been approved by the Green Climate Fund. The aim of this paper is to inform countries about recent developments in the MRV of REDD+ activities under the UNFCCC. Certain developments are detailed out in the report, such as progress in uncertainty reporting and methods used to assess deforestation. Such information can help countries to learn from each other’s experiences and thus facilitate South–South knowledge exchange on REDD+.
