Local governance in action through a case study of the Cork City Development Board (CCDB) is the research area of this thesis. The thesis facilitates discussion on the partnership approach to Irish local governance and investigates if it contributes to good local governance. The research examines what constitutes good local governance in Ireland by applying contemporary theories of local governance to the data. Stokerʼs (1996) model of good local governance is a useful analytical tool which has provided insight into the development board. Stokerʼs model focuses on three principles 1. An open system of governance. 2. A capacity for deliberation. 3. A capacity to act. The research concludes that CCDB observes some, but not all, of the openness criteria and capacity for deliberation elements of Stokerʼs (1996) model of good local governance. The emphasis on consensus dilutes the capacity for deliberation. The extent to which CCDB complies with the criteria for an open system of governance also impacts on opportunities for deliberation. The research data indicates that CCDB complies with the four criteria for a capacity to act as outlined in Stokerʼs (1996) model. However, the success of the integrated strategy depends on the availability of adequate funding and whether or not national policy changes during the implementation phase of the integrated strategy. The research has practical application through its examination of CCDB. It is anticipated that these insights and findings will be considered/utilised by CCDB. While the methodology has centred on one case study, the findings may be generalised in a useful way for other city/county development boards in Ireland and partnership models in other jurisdictions, thus striving to add to the body of knowledge concerning local governance. It is suggested that an implementation and evaluation principle could be added to the model for further use as there is a key difference between having a capacity to act and actually taking action.
