This research investigates the long-term labor capacity management problem within call centers where deviations to plan occur and competing annual performance measures are considered simultaneously. The objective for call centers is to maintain a balance among the performance measures and to minimize the deviation from plan. Due to the complexity of this problem, a Decision Support System is developed which employs approximate states and aggregates actions into categories. The analysis uses scenarios to cover a range of performance deviation and include the timing of the deviation. An important aspect of this research is understanding the extent of deviation from planned performance in the current year as well as the successive year. This research will benefit operations managers by providing insights into how their actions may put the achievement of these performance measures at risk and what can be done to minimize such risk.
