In studies of inter-organizational relations (lOR's), there is a tendency to look at dyads of flrms, and to consider networks as aggregates of such dyads. But there are several roles for a third party; a go-between. This chapter looks at a go-between not in the sense of a middleman who intermediates in existing production or trade, such as an agent, wholesaler, retailer, and not in the sense of an entrepreneur who intermediates in the realization of new potential in connecting supply and demand. It looks at a go between in the sense of a relationship counsellor for the development and maintenance of social capital; providing support in setting up, adapting and ending cooperative relations between others. Or, in yet different terms: to help in the embedding of relati ons, in Granovetter's (1985) sense (Uzzi 1997a). Such roles may be performed by middlemen or entrepreneurs, but also by specialized agents who do not playa direct role in linking stages in a chain of production and distribution, as middlemen and entrepreneurs typically do. Indeed, some of the roles require an independence that is served by not having a direct stake in the relations that need to be developed. I propose that the analysis yields a perspective for looking at the roles of trade and industry associations in European business systems, and of banks and trading houses in Japanese enterprise groups (Kigyo Shudan).

Social capital is a relatively new concept in the social sciences. In the last twenty or so years it has come to indicate that networks of social relationships represent a 'resource' for both the individual and society, since they provide support for the individual and facilitate collective action. Although this is not an entirely new idea, the more systematic way in which social capital captures such an intuition has created a new theoretical paradigm and helped to develop a series of innovative research programmes in politics, economics, and the study of human well-being. The concept has gained currency beyond academia, extending its influence to political and policy-making circles at local, national, and international levels. How can social cohesion be achieved in a meritocratic and multicultural global city-state? Meritocracy poses a paradox: On one hand, it integrates individuals through frameworks of equal treatment, equal justice and opportunity regardless of race, language or religion. On the other hand, individuals are then segregating through academic sorting, they are rewarded based on credentials and performance which also results in elite identification and bonding. After a generation, without mitigation action, social stratification can result. Distinctive circles differentiating social elites from non-elites, the professional classes from non-professional classes emerge. The remedy the authors propose is network diversity which is the organic forming of ties across class and other social boundaries built on deliberate policies, programmes and platforms designed to facilitate that. This social mixing, forged in social infrastructure such as schools, workplaces, and voluntary associations pays off by producing the collective goods of national identity and trust. This hypothesis has been tested in the case of Singapore society and the empirical results from the research on the power of network diversity and bridging social capital are found in this volume.
