English Abstract: The Metropolitan Area of Monterrey, despite having higher development indicators than most of the cities in Mexico, presents households in poverty conditions similar to those observed in the poorest regions of the country. In this context, this study presents the relationship between the households' social capital located in a neighborhood with high levels of social backwardness and poverty levels. For this purpose, an ethnographic technique called personal networks and statistical analysis were used to observe how households with higher levels of poverty use their social capital as a living strategy that responds to the social need they have, and the way in which households with lower levels of poverty make use of amore strategic social capital that allows them to access a wider range of economic, social and institutional resources.

La pobreza es un problema mundial que afecta a personas de diferentes maneras. El propósito de este artículo es explorar dos teorías principales que abordan la pobreza y la posibilidad de su superación, que son los enfoques de capital humano y de capacidades humanas. El enfoque del capital humano se centra exclusivamente en la faceta económica de la pobreza; en esta perspectiva, la pobreza se define como la falta de dinero y puede abordarse mediante el aumento de los ingresos financieros de las personas que viven en la pobreza. El enfoque de las capacidades humanas ve la pobreza como un problema multidimensional que va más allá de la economía para áreas como la salud, la educación y la libertad. Este enfoque se orienta hacia el cambio social y ayudar a las personas en situación de pobreza para descubrir y desarrollar su potencial. El autor considera que las capacidades humanas abarcan con mayor precisión el alcance de la pobreza y las personas afectadas por el mismo, aunque debido a su amplia gama ha sido difícil diseñar e implementar políticas eficaces que aborden todas las facetas de la pobreza.

Este trabajo desarrolla una medida del capital social basada en las relaciones económicas y analiza sus efectos sobre el crecimiento económico. La inversión en capital social se modeliza utilizando el marco conceptual aplicado en la medición del capital físico. El indicador del capital social obtenido depende de las expectativas de ingresos, del coste de su inversión, de la desigualdad existente en la sociedad, de la densidad de las redes de confianza y de la tasa de depreciación del capital social. A partir de esta metodología se construye una base de datos para 23 países de la OCDE que cubre el periodo 1790-2001, con la que se contrasta el positivo papel del capital social sobre el crecimiento económico.
