The proposal to start a colony in New South Wales was not to establish a penal settlement - the British Parliament thought this was laughable because it was a very expensive, ridiculous idea. Rather, the Colony was established primarily as a military outpost to fight the French and secondarily as a civil society. Based on Enlightened thinking of the time, transported convicts were to be set free to own land and develop a new life for themselves. Eighty five percent (85%) of transported convicts were set by the time Arthur Phillip returned to England five years later.By 1900, Australia returned more wealth to Britain than anywhere else in the world and had become Britain's greatest commercial accident. Colonising Australia was truly a Capital Idea.
