Until the 1990s, the main users of safeguards and antidumping laws were Australia, Canada, the European Union, and the United States. Since then, many countries have implemented such laws, leading to a proliferation in antidumping and safeguard activity across the world. This timely book documents the political economy surrounding the implementation of these laws in seven Latin American countries and provides details on the institutions created, implementation of the laws, and subsequent activity. It finds that, in the larger political context, antidumping and safeguards are a necessary quid pro quo to certain important sectors to obtain much more liberalized trade policies for the general economy.

La cadena productiva del arroz es una importante fuente generadora de empleo. A nivel de cultivo, el III Censo Nacional Arrocero realizado en 2007 identificó la existencia de 12.414 productores y 17.352 unidades productoras de arroz (UPA) empleando en forma directa a 65.000 personas. Por su parte, en el país existen cerca de 90 empresas procesadoras de arroz que emplean de forma directa a 4.650 personas y financian cerca del 30% del área sembrada de arroz. La mayor parte de la capacidad instalada de la molinería de arroz de Colombia tiene un desarrollo tecnológico avanzado (en molienda y secado) si se compara con los estándares tecnológicos registrados por Estados Unidos, Brasil, Uruguay y Venezuela. El principal producto del proceso de molinería es el arroz blanco, seguido por subproductos como la cascarilla y el salvado de arroz (SA), y el arroz partido, grande y pequeño. El arroz es un cultivo social y económicamente importante para el país por su alta participación en el área cosechada, en el valor de la producción agrícola y, como se había mencionado anteriormente, en la generación de empleo. En el año 2009, en Colombia se cultivaron 468.892 hectáreas (Ha) con una producción de 2´363.519 toneladas métricas (Tm) de arroz paddy seco, equivalente a cerca de 1´607.719 Tm de arroz blanco. El arroz es el tercer cultivo agrícola en extensión después del café y el maíz. Representa el 13% del área cosechada en Colombia y el 30% de los cultivos transitorios. Su producción representa el 6% del valor de la producción agropecuaria y el 10% de la actividad agrícola colombiana. El valor generado por este producto es equivalente al 58% del valor constituido por el cultivo del café.
