An estimated 30% of California's entering 9th graders do not finish high school. In L.A. County the dropout rate, estimated at 55%, is higher than the graduation rate. The current focus on career tech. ed. (CTE) is a measure of the intensity of the search for solutions. CTE -- with its real world relevance and project-based learning -- is a way to engage students in education that is different than a purely academic approach. This study of CTE found encouraging evidence that CTE -- in its modern, academically demanding form -- can deliver an alternative approach to learning that can keep students engaged, help improve grade point averages and prepare students for both the work world and higher education. This book provides the reader with an overview of the evolution of career and technical education in California over the 20th century and some insight as to its strengths and weaknesses as well as the challenges it faces in the new millennium. This book delves into why career and technical education/vocational education are so important and needed in California’s public schools. Among the things it looks at are “What is vocational education?” “What are the benefits of vocational education, and in particular, to the student?” and “Why does California need vocational education?” Section one of this book discusses the historical foundation of career and technical education in California starting from the beginning of 1900 to 2000. Section two contains research on the 21st century workforce and the community college’s CTE programs and role in the economy. This book provides a forum and voice for scholars in California. It allows us to learn and understand how career and technical education was viewed at the beginning of its foundation, its curriculum, and its impact on the California labor force today. It also looks at the labor market disadvantages we are facing due to lack of proper structures in the CTE programs across the State.

This three-section document contains the model curriculum standards, program framework, and process guide that will assist schools in California in providing career-vocational education programs that are responsive to a world marketplace characterized by constantly changing technology. The standards and frameworks can be implemented to provide a K-12 sequenced curriculum that is coordinated and articulated to form a total program. The standards address general employability, occupational clusters, job-specific skills, and student leadership skills. In addition, they complement and reinforce the core academic skills that are applicable to each of the career models. The guide's first section, the model program framework, sets forth the broad conceptual components of the program and defines the application of each component. The model curriculum standards section describes in detail the objectives, application, and organization of the model standards. Each standard is organized in a format that includes an initial statement, the standard, and academic core skills enhancement. Standards are provided for children, for explorations, and for specialized fields. The curriculum process guide section provides information on: (1) the curriculum comparison process; (2) using the state model to construct a course outline; (3) using the model curriculum standards to construct a lesson plan; and (4) teacher-developed student materials. Appendices provide: (1) California Basic Educational Data System codes; (2) a program sequence example; (3) sample district course outline; (4) a glossary; and (5) 30 references. (KC)

"What was the interrelationship between education and society during the twentieth century in the United States and India? What is the essence of the historical development of educational policies and social systems in these two countries? What philosophical views and developmental courses underlie their outdoor-oriented education? What are their aims of outdoor-oriented education? What procedures are connected with their outdoor-oriented education? These questions are examined in this unique volume. This book is divided into three parts. The first part creates a context for the comparison of the issues concerning education and society. The central point of departure used here regards education as being closely related to the totality of culture and human activity. The dialectic process between education and society is realized differently in accordance with the value objectives that provide the background for different societies. This comparative educational study uses a historico-hermeneutical approach. The second part analyzes the social systems and educational policies of the United States and India following their developmental trends and patterns. The nature of the relationship between education and society for each country is further brought into focus when it is interpreted from the perspective of the philosophical views, pedagogical aims, and procedures of twentieth-century outdoor-oriented education. The case studies provide an interesting insight into how changes in educational policy have been reflected in the every-day pedagogical procedures used in schools in the United States and India. The third part is an analysis and comparison of the phenomena previously presented that are related to education and society through the lenses suggested by sociological theories. It compares the dimensions of the interrelationship between education and society from the standpoint of outdoor-oriented education in the two countries during the twentieth century. This thought-provoking volume is intended for anybody interested in the interplay between education and society in all its complexity. It offers a fascinating journey into the past and present of the issues that have defined the development of education and society in the United States and India."
