Once Europe's supreme maritime power, Spain by the mid-eighteenth century was facing fierce competition from England and France. England, in particular, had successfully mustered the financial resources necessary to confront its Atlantic rivals by mobilizing both aristocracy and merchant bourgeoisie in support of its imperial ambitions. Spain, meanwhile, remained overly dependent on the profits of its New World silver mines to finance both metropolitan and colonial imperatives, and England's naval superiority constantly threatened the vital flow of specie. When Charles III ascended the Spanish throne in 1759, then, after a quarter-century as ruler of the Kingdom of the Two Sicilies, Spain and its colonial empire were seriously imperiled. Two hundred years of Hapsburg rule, followed by a half-century of ineffectual Bourbon "reforms," had done little to modernize Spain's increasingly antiquated political, social, economic, and intellectual institutions. Charles III, recognizing the pressing need to renovate these institutions, set his Italian staff—notably the Marqués de Esquilache, who became Secretary of the Consejo de Hacienda (the Exchequer)—to this formidable task. In Apogee of Empire, Stanley J. Stein and Barbara H. Stein trace the attempt, initially under Esquilache's direction, to reform the Spanish establishment and, later, to modify and modernize the relationship between the metropole and its colonies. Within Spain, Charles and his architects of reform had to be mindful of determining what adjustments could be made that would help Spain confront its enemies without also radically altering the Hapsburg inheritance. As described in impressive detail by the authors, the bitter, seven-year conflict that ensued between reformers and traditionalists ended in a coup in 1766 that forced Charles to send Esquilache back to Italy. After this setback at home, Charles still hoped to effect constructive change in Spain's imperial system, primarily through the incremental implementation of a policy of comercio libre (free-trade). These reforms, made half-heartedly at best, failed as well, and by 1789 Spain would find itself ill prepared for the coming decades of upheaval in Europe and America. An in-depth study of incremental response by an old imperial order to challenges at home and abroad, Apogee of Empire is also a sweeping account of the personalities, places, and policies that helped to shape the modern Atlantic world.

Since the early modern era, historians and observers of Spain, both within the country and beyond it, have identified a peculiarly Spanish disdain for work, especially manual labor, and have seen it as a primary explanation for that nation's alleged failure to develop like the rest of Europe. In "Lazy, Improvident People," the historian Ruth MacKay examines the origins of this deeply ingrained historical prejudice and cultural stereotype. MacKay finds these origins in the ilustrados, the Enlightenment intellectuals and reformers who rose to prominence in the late eighteenth century. To advance their own, patriotic project of rationalization and progress, they disparaged what had gone before. Relying in part on late medieval and early modern political treatises about "vile and mechanical" labor, they claimed that previous generations of Spaniards had been indolent and backward. Through a close reading of the archival record, MacKay shows that such treatises and dramatic literature in no way reflected the actual lives of early modern artisans, who were neither particularly slothful nor untalented. On the contrary, they behaved as citizens, and their work was seen as dignified and essential to the common good. MacKay contends that the ilustrados' profound misreading of their own past created a propagandistic myth that has been internalized by subsequent intellectuals. MacKay's is thus a book about the notion of Spanish exceptionalism, the ways in which this notion developed, and the burden and skewed vision it has imposed on Spaniards and outsiders. "Lazy, Improvident People" will fascinate not only historians of early modern and modern Spain but all readers who are concerned with the process by which historical narratives are formed, reproduced, and given authority.

The overthrow of Viceroy Joaqu&ín de la Pezuela on 29 January 1821 has not received much attention from historians, who have viewed it as a simple military uprising. Yet in this careful study of the episode, based on deep archival research, Patricia Marks reveals it to be the culmination of decades of Peruvian opposition to the Bourbon reforms of the late eighteenth century, especially the Reglamento de comercio libre of 1778. It also marked a radical change in political culture brought about by the constitutional upheavals that followed Napolean's invasion of Spain. Although Pezuela's overthrow was organized and carried out by royalists among the merchants and the military, it proved to be an important event in the development of the independence movement as well as a pivotal factor in the failure to establish a stable national state in post-independence Peru. The golpe de estado may thereby be seen as an early manifestation of Latin American praetorianism, in which a sector of the civilian population, unable to prevail politically and unwilling to compromise, pressures army officers to act in order to &"save&" the state.
