Why did migrants from southern Portugal choose Argentina instead of following the traditional path to Brazil? O Observatório das Migrações tem assumido como prioridade aprofundar o conhecimento sobre as populações imigrantes residentes em Portugal, informando decisores políticos para a definição de políticas públicas e iniciativas legislativas para a integração de imigrantes, e sensibilizando a opinião pública em geral, combatendo mitos e estereótipos acerca dos imigrantes através de factos e dados estatísticos. Para cumprir essa missão o Observatório das Migrações tem recorrido a inúmeras fontes estatísticas e administrativas disponíveis em Portugal com dados desagregados por nacionalidade, sistematizando e analisando essa informação com o intuito de melhor caracterizar a situação das populações estrangeiras no país nas mais variadas dimensões que compõem o seu processo de integração. Neste relatório são analisados mais de três centenas de indicadores acerca da integração de imigrantes, distribuídos por quinze dimensões analíticas, de mais de quatro dezenas de fontes de dados estatísticos e administrativos, reforçando a Coleção Imigração em Números do Observatório das Migrações, lançada em 2014 com coordenação científica de Catarina Reis Oliveira. Os dados sistematizados encontram-se igualmente disponíveis no sítio do Observatório das Migrações em www.om.acm.gov.pt permitindo a todos os interessados acederem aos mesmos indicadores e a procederem a outros tratamentos e análises. Os Relatórios Estatísticos Anuais de Indicadores de Integração de Imigrantes de Portugal publicam e analisam informação que vai muito para além dos indicadores de integração de imigrantes recomendados pela Comissão Europeia (na Declaração de Zaragoza) e concretizam medidas previstas nos planos de ação de integração de imigrantes em Portugal, nomeadamente a medida 6 do Plano Estratégico para as Migrações a implementar entre 2015 e 2020, para a “melhoria dos dados oficiais sobre a integração dos migrantes”, que o Observatório das Migrações promove em parceria com o Instituto Nacional de Estatística, e a medida 1 do objetivo 1 do Plano Nacional de Implementação do Pacto Global das Migrações (Pacto aprovado pela Assembleia-Geral das Nações Unidas) em implementação em Portugal desde 2019 para incrementar a qualidade da informação administrativa e estatística, “assegurando a sua divulgação através dos relatórios anuais elaborados pelo Observatório das Migrações.”

The present collection echoes and contributes to a number of the issues defined by both the traditional and revisionist historiography. In colonial Latin America, social identity did not correlate neatly with fixed categories of race and ethnicity. As Imperial Subjects demonstrates, from the early years of Spanish and Portuguese rule, understandings of race and ethnicity were fluid. In this collection, historians offer nuanced interpretations of identity as they investigate how Iberian settlers, African slaves, Native Americans, and their multi-ethnic progeny understood who they were as individuals, as members of various communities, and as imperial subjects. The contributors’ explorations of the relationship between colonial ideologies of difference and the identities historical actors presented span the entire colonial period and beyond: from early contact to the legacy of colonial identities in the new republics of the nineteenth century. The volume includes essays on the major colonial centers of Mexico, Peru, and Brazil, as well as the Caribbean basin and the imperial borderlands. Whether analyzing cases in which the Inquisition found that the individuals before it were “legally” Indians and thus exempt from prosecution, or considering late-eighteenth- and early-nineteenth-century petitions for declarations of whiteness that entitled the mixed-race recipients to the legal and social benefits enjoyed by whites, the book’s contributors approach the question of identity by examining interactions between imperial subjects and colonial institutions. Colonial mandates, rulings, and legislation worked in conjunction with the exercise and negotiation of power between individual officials and an array of social actors engaged in countless brief interactions.
