Excerpt from Case of Hydrophobia There are probably some physicians who are still incredulous as to the existence of such a disease as hydrophobia. Many of them be lieve that the peculiar affection known by that name is merely a form of tetanus; that the symptoms are owing to the nature of the wound, the character of the parts injured and the state of the patient's system, and not to the presence of any morbid virus. They know that the bite of an animal often produces a punctured or lacerated wound; and as the hand is the part that is frequently bitten, a tendon, a fascia or a nervous filament may be the seat of the injury. There would seem, therefore, to be no good reason why tetanus might not arise in this way, as well as from the puncture of a tendon by a nail, or of a fascia or nerve by a bone, as sometimes occurs in compound fractures. Besides, there is occasionally a close resemblance in the symptoms of the two diseases. In some cases of tetanus there is a great difficulty of swallowing, and in hydrophobia there is frequently a convulsive and spasmodic action of the muscles not wholly unlike what occurs in teta nus. It is true, however, that the convulsive action of the muscles in these two forms of disease is not of precisely the same character, but yet there is often a sufficient resemblance to lead to the belief, that it arises in both cases from the same cause. Excerpt from Rabies-Hydrophobia Rabies 1s a disease common to both man and animals, and can be classed with the diseases dangerous to the public health. Rabies in man may be attended with one symptom which is spoken of as fear of water from which the term hydrophobia originates, but really there is no great differ ence between the rabies of man and the rabies of animals. Water and other liquids or even a draft of air from a window or from a fan may cause the spasm or convulsion. The spasm caused by water has led to the term hydrophobia. Many writers seem to favor using the term hydrophobia when speaking of rabies in man, and rabies when speaking of the disease, in animals, although technically speaking there is no such disease as hydrophobia. It seems, however, to be a convenient usage of terms; and I may in the pages following use the term hydrophobia when speaking of rabies in man and rabies when referring to the disease in animals. Through my work in the office of the State Board of Health, in giving attention to the reports of alleged outbreaks of rabies and cases of hydro. Phobia, I have become much interested in the subject. The disease does not cause three thousand deaths in man in Michigan every year, as does consumption, nor does it cause such great mortality in the human race every year as does diphtheria, scarlet fever, typhoid fever or measles, but I presume there is no disease to which the human race is heir that causes more fear or consternation than does a case of hydrophobia or rabies. Many people think that small-pox is a dreadful disease and causes many deaths, but I presume that a yearly average for the last ten years will show that there have been in Michigan not many more deaths from small pox than from hydrophobia. Neither small-pox nor hydrophobia is as frequent as it was many years ago, when preventive medicine was not known. In 1780 J enner discovered preventive vaccination against small pox, and in 1885 louis pasteur discovered the preventive treatment against hydrophobia and rabies, and to-day millions of people are being vaccinated every year to protect themselves against an attack of small - pox, and thousands of people having been bitten by dogs or other animals known or supposed to have been mad, have received treatment which has generally insured them against the development of that fearful disease hydrophobia. Excerpt from Rabies or Hydrophobia Sir: I have the honor to transmit herewith, and to recommend for publication as a Farmers' Bulletin, a paper on "Rabies, or Hydrophobia," by Dr. John R.Mohler, chief of the Pathological Division of this bureau. This paper is based on an article which forms a part of the Twenty-sixth Annual Report of this bureau. The disease known as rabies in animals and hydrophobia in mans one of the most terrible maladies known to medical science. Although some skepticism as to this disease persists and is industriously fostered by the publication of erroneous views, the reality and he infectious nature of the malady have been abundantly established and confirmed by the work of numerous competent scientific investigators, and there is no more reason for doubting the existence of rabies than for questioning the actuality of other specific and well-recognized contagious diseases. Rabies is prevalent among dogs in various parts of the United States, and the presence of infected animals is a constant menace to human life. Under this condition the relative infrequency of deaths among people who have been bitten by rabid dogs is due to the protection afforded by the Pasteur treatment. Even with this treatment, however, considerable anxiety, suffering, hardship, and expense are entailed upon many people; and it must also be remembered that for number of reasons, not the least of which are the inconvenience and expense involved, a large proportion of the persons and practically 11 the animals that have received the virus through bites do not undergo this treatment. Theoretically, rabies is one of the most easily eradicated of contagious diseases, but practically the undertaking is beset with difficulties, ill that is required is the muzzling of all dogs for a sufficient time, his has been amply proved by the experience of several European countries where the disease has been stamped out in this manner. About the carrying out of such a measure in this country is not easy. Effective action can not be taken by the Federal Government alone; is necessary to have the cooperation of the States and municipalities and of the people at large. It seems desirable, therefore, that the information contained in the accompanying paper be given the widest publicity. It has been confessed that the symptoms which showed themselves on Nantelle corresponded with those of hydryphobia, as the period at which they appeared, five weeks after the infliction of the wound, was the usual time they took to develope themselves on the human frame, yet it is asserted that the disease could not have been hydrophobia, and the reasons given are, because I cured the patient, and because the disease is incurable; but I would refer the incredulous to the first chapter of Genesis, where it is stated that God made every herb of the field for the healing of man, and saw that it was good.
