This book explores the conditions under which non-state armed groups (NSAGs) participate in post-war security and political governance. The text offers a comprehensive approach to post-war security transition processes based on five years of participatory research with local experts and representatives of former non-state armed groups. It analyses the successes and limits of peace negotiations, demobilisation, arms management, political or security sector integration, socio-economic reintegration and state reform from the direct point of view of conflict stakeholders who have been central participants in ongoing and past peacebuilding processes. While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

Much attention has focused on the ongoing role of economics in the prevention of armed conflict and the deterioration of relations. In The Political Economy of Transitions to Peace, Galia Press-Barnathan focuses on the importance of economics in initiating and sustaining peaceful relations after conflict. Press-Barnathan provides in-depth case studies of several key relationships in the post-World War II era: Israel and Egypt; Israel and Jordan; Japan, the Philippines, and Indonesia; Japan and South Korea; Germany and France; and Germany and Poland. She creates an analytical framework through which to view each of these cases based on three factors: the domestic balance between winners and losers from transition to peace; the economic disparity between former enemies; and the impact of third parties on stimulating new cooperative economic initiatives. Her approach provides both a regional and cross-regional comparative analysis of the degree of success in maintaining and advancing peace, of the challenges faced by many nations in negotiating peace after conflict, and of the unique role of economic factors in this highly political process. Press-Barnathan employs both liberal and realist theory to examine the motivations of these states and the societies they represent. She also weighs their power relations to see how these factor into economic interdependence and the peace process. She reveals the predominant role of the state and big business in the initial transition phase ("cold" peace), but also identifies an equally vital need for a subsequent broader societal coalition in the second, normalizing phase ("warm" peace). State formation after civil war offers a new model for studying the formation of the state in a national peace transition as an integrated national phenomenon. Current models of peacebuilding and state building limit that possibility, reproducing a fragmented, selective view of this complex reality. Placing too much emphasis on state building as design they place too little on understanding state formation as unplanned historical process. The dominant focus on national institutions also ignores the role that cities and civic polities have played in constituting the modern state. Mining ideas from many disciplines and evidence from 19 peace processes, including South Africa, the book argues that the starting point for building a systematic theory is to explain a distinct pattern to state formation that can be observed in practice: Despite their conflicts people in fragile societies bargain terms for peaceful coexistence, they make attempts to constitute the right to rule as valid state authority, in circumstances prone to conflict, over which they have imperfect influence, not control. Though the kind of institutions created will differ with context, how rules for state authority are institutionalized follows a consistent basic pattern. That pattern defines state formation in peace transitions as both a unified, if contingent, field of normative practice and an object of comparative study. Where the national-centric models see local government as a matter belonging to policy on decentralization for later in the reconstruction phase, the book uncovers a distinct "local government dimension" to peace transitions: A civic dimension to national conflicts that must be explained; incipient or proto-local authorities that emerge even during civil war, in peace making, after state collapse; the fact that it is common for peace agreements and constitutions to include rules for local authority, for local elections to be held as part of broader democratization, and for laws to be enacted to establish local government as part of peace compacts. The book develops the concept of local peace transition to explain the distinctive constitutive role of this local dimension in peace-making and state formation. This path-breaking book will be of compelling interest to practitioners, scholars and students of comparative constitutional studies, international law, peace building and state building.
