This document contains the report of the of fish loss assessment case studies conducted within the framework of the FAO Save Food Programme and coordinated by the Fish Products, Trade and Marketing Branch (FIAM). Following the capacity development workshop of national loss assessment team members, held in Jakarta, Indonesia from 29-30 September 2014, four post-harvest fish loss assessment studies were conducted between October 2014 and September 2015. Muara Angke was the first case study, which combined capacity building of the research team with application of the loss assessment process to familiarize with the tools that were subsequently applied to wider fishing locations in Java: gillnet fisheries in Tegal, Central Java; gillnet fisheries Gunung Kidul, Yogyakarta, and small pelagic processed fish in Brondong, East Java.

Food losses are a major concern and occur in most fish distribution chains worldwide. Not only do losses constitute lost income to fishers, processors, and traders, but they also contribute to food insecurity. Progress has been made in identifying the direct causes of fish losses and quantifying the magnitude of the loss. However, loss reduction strategies have tended to focus on technological solutions and hence have overlooked the relevance of socio-economic factors, including gender relations, that influence the functioning of the fisheries value chain. This document provides guidance on integrating gender concerns into food loss interventions within the fish value chains. It describes the different steps to understand the key components of a gender-sensitive food loss value chain analysis. In particular, it recommends highlighting the dynamics and factors that influence women’s and men’s natural social disposition and participation in fisheries activities according to dominant assigned gender roles. While addressing the existing knowledge gaps and contributing to the development of an approach tailored to African small-scale fish value chains, this document also provides introductory information on the application of the FAO Gender-Responsive Fish Loss Assessment Methodology (GRFLAM).

Load Tracking is used to quantify losses at stages along the distribution chain or losses related to specific activities, such as fishing, transport, processing and marketing. Key data related to the cause and effects of losses from an IFLAM study are validated using the QLAM before any suitable intervention is introduced. A combination of the IFLAM, LT and QLAM could then be used to monitor and evaluate the effects of an intervention. Illustrative examples and case studies are presented to facilitate the uptake and use of the methods in systematic fish loss assessment. This fieldwork tool also enlightens the extension officer on how to communicate the data from the assessments and the design of loss reduction interventions to help policy-planners and decision-makers understand important issues facing fishing communities.

Abandoned, lost, or otherwise discarded fishing gear, alternately known as ALDFG or ghost gear is the most harmful form of marine plastic litter for marine animals and habitats. It also can impede safe navigation, mars beaches and reefs, and causes economic losses to fisheries and other marine-dependent industries across the globe. While current estimates of the amount of ALDFG in the ocean are not available, a growing body of evidence has documented high rates of ALDFG in fisheries around the world, with coincident costs to fisheries, harm to the environment, and safety risks. Because most fishing gear has significant plastic components, the negative impacts from ALDFG also include less direct but longer term impacts associated with other plastic pollution and microplastics including negative effects on biota, water quality and even human health. Advancing solutions to ALDFG on a global scale has gained momentum with the efforts of the FAO, the United Nations Environmental Program (UNEP), and the IMO through their multilateral fora (COFI, UNEA and MEPC); the publication and endorsement of the Voluntary Guidelines for the Marking of Fishing Gear (VGMFG); the IMO action plan to address marine plastic litter from ships; the creation of the Global Ghost Gear Initiative (GGGI); and the establishment of the Joint Group of Experts on the Scientific Aspects of Marine Environmental Pollution (GESAMP) Working Group 43. These efforts reflect the growing understanding that ALDFG is a considerable and damaging source of MPL in the ocean. With the publication of the VGMFG and the Best Practice Framework (BPF) for the management of fishing gear, there are now references for how to prevent loss of fishing gear and prevent harm from ALDFG. Focusing on two key recommendations of the VGMFG and the BPF, this report describes systems for fisher-led reporting and retrieval of lost fishing gear, identifies critical elements of successful programs, and recommends next steps for countries to develop successful programs.

Food loss and waste (FLW) is one of the key areas under SP4 and BN4 as well as the MPI on Resilient Food Systems in RAP. FAO is well positioned as a global knowledge leader on food loss and waste and many of the other regions already have a tailored regional strategy on FLW reduction. In reponse to the last two APRC's as well as in line with the ZHC, and more recently the new FAO Strategic framework, this publication provides a basis for FAO and others to understand the scope and depth of FLW issues, how these can be addressed, including some good practices from Thailand, China and Nepal. As a multidisciplinary publication, it includes strong elements on policy and statistics with FAO as leading a convenor on SDG 12.3 on FLW measurement and reduction, highlights the scope and opportunities for FLW reduction as part of climate change efforts and also in terms of improved nutrition. It builds upon the analysis and advice of the SOFA 2019 on food loss and waste and identifies key pillars for interventions as well as recommendations for the technical as well as policy/decision makers in the Asia Pacific region. It is strongly linked to the FAP Global Programme on food loss and waste being implemented by headquarters.

In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. "More than 60 percent of global production of smoked fishery products occurs in Africa and Asia, highlighting their tremendous significance in food and nutrition security, as well as livelihood support in these regions. However, prevailing processing technologies present critical challenges, especially in terms of safety and quality aspects, and thus there is an urgent need for the development of more efficient and safer systems. The FAO-Thiaroye fish processing technique (FTT) was developed to address these challenges by yielding products that comply with international limits on polycyclic aromatic hydrocarbons in particular, while fostering many social, economic and environmental benefits. This document examines the conditions in which improved fish smoking systems in general, and the FTT in particular, have been adopted in the context of benefits, trade-offs and policy implications in selected developing countries. In fact, experience from some African and Asian countries points to the need for a context-driven balance that ensures that the gains associated with the use of this new technique can be realized without making expensive compromises, especially in terms of fisheries resources status and trade dynamics. Policy and regulatory frameworks need to be informed by a risk-based approach and supportive of consistent benchmarking and differentiation of FTT products. This document reviews the lessons from those countries, and makes the case for a hard, evidence-based, policy backbone to safeguard the sustainable, eco-friendly supply of safe smoked (and dried) fishery products to support food security, particularly in the developing world. It aims to enlighten policy makers, fisheries planners and decision makers and any development practitioner interested in developing small-scale fisheries or promoting sustainable food systems, as well as private sector entrepreneurs who wish to implement this technology to improve their products. Malnutrisi merupakan salah satu tantangan utama kesehatan masyarakat di Indonesia. Prevalensi balita pendek (stunting) mencapai angka 30,8% sedangkan prevalensi balita sangat kurus (wasting) sebesar 10,2% pada tahun 2018 (Kementerian Kesehatan RI, 2018). Situasi ini menempatkan Indonesia sebagai negara kedua di Asia Timur dan Pasifik di mana anak balitanya tidak dapat tumbuh dan berkembang secara optimal karena mengalami malnutrisi (stunting, wasting dan overweight), tepat di bawah Papua Nugini yang Produk Domestik Bruto (PDB)-nya hanya setengah dari PDB Indonesia (UNICEF, 2019; Bank Dunia, 2019). Lebih lanjut, dokumen Global Nutrition Report tahun 2020 menunjukkan Indonesia sebagai negara dengan tingkat ketimpangan prevalensi stunting terbesar kedua di dunia dan juga sebagai negara dengan tingkat ketimpangan prevalensi wasting terbesar di dunia (Development Initiatives, 2020).
