Falling or stagnant agricultural growth, increasing dependence on groundwater, climate variability, swift industrialization, and unplanned and unregulated urbanization in South Asia have spawned a variety of challenges for water resources governance, management and use: groundwater overdraft; insufficient, ill-managed and poor-quality freshwater supply vis-à-vis escalating demand; and water pollution. Water policies in each of the South Asian countries thus call for a more holistic understanding for the efficient management, equitable distribution and sustainable use of this scarce resource. Analyzing the economic, demographic and ideological context in which water policies are framed and implemented, this book argues for an integrated framework in formulating and implementing water policies in South Asia. It also highlights some common missing links in the national policies: problems of techno-centric and blueprint approach to water management, growing influence of international donor agencies and inadequate concern for issues such as equity, sustainability, gender sensitivity, accountability, regional diversity in property rights regimes and water management practices, and regional conflicts over water access. The innovative and nuanced knowledge on water resources produced from detailed case studies in India, Bangladesh, Bhutan, Nepal, Pakistan and Sri Lanka will be useful for professionals, academics, policymakers and activists as well as those in development studies, environmental studies, natural resource management and public administration.

This report is a review of the conjunctive water use of surface water and groundwater within the Rechna Doab. The Rechna Doab is located in the Punjab province and has an area of 2.98 million hectares (Figure 1). The cultivated area in the Rechna Doab is regarded as the granary of the Punjab province and comprises eight districts, namely, Sialkot, Gujranwala, Sheikhupura, Faisalabad, Toba Tek Singh, Jhang, Narowal and Hafizabad. The area consists of two distinct agroclimatic zones, i.e. the Punjab Rice-Wheat (PRW) zone and the Punjab Sugarcane-Wheat (PSW) zone (WAPDA, 1979). Irrigated agriculture started in the Rechna Doab in 1892 via Lower Chenab Canal. The irrigation system in the Rechna Doab consists of 504 km of branch canals, 240 km of main canals and 373 km of link canals, and about 0.2 million tubewells are installed in the freshwater areas. This report is prepared to provide an overview of land and water resources available in the Rechna Doab and the institutional issues that need to be addressed for effective conjunctive water management in the Rechna Doab.

Babatha's Orchard tells a story that has gone untold for nearly two thousand years. It is a story that would have perished with the last person familiar with its details-the Jewish woman Babatha, daughter of Shim'on ben Menahem. Babatha was probably killed or enslaved by Roman soldiers at the end of Shim'on ben Kosiba's revolt in 135 CE, when they captured a cave in a wadi running into the western shores of the Dead Sea in which she and other Jewish fugitives had been sheltering. In 1961, a team of archaeologists discovered a cache of possessions that Babatha had carefully hidden before her life or freedom was probably taken by the Romans. Among them were thirty-five legal documents dated from 94 CE to 132 CE, written on papyrus in Aramaic and Greek, relating to Babatha and her family, and the leather pouch in which they had been kept. In this work, Philip F. Esler examines the first four documents of the archive in chronological order-Papyri Yadin 1-4, the first from 94 CE and the second, third and fourth from 99 CE, and all drafted in Nabatean Aramaic. Although from the land and time of the Bible, they reveal a tale of domestic life. It is the story of how, around December 99 CE, Shim'on, Babatha's father (but probably before she was born), unexpectedly came to acquire an irrigated date-palm orchard in his village of Maoza, on the southern shore of the Dead Sea, in the kingdom of Nabatea. Esler undertakes a close reading of P. Yadin 1-4, with occasional reference to wider contextual issues from the Dead Sea region and other parts of the ancient Mediterranean world.

The Directorate of Land Reclamation (DLR), which was set up in 1945, is a special unit of Punjab's Irrigation and Power Department for undertaking research and field operations to combat the problem of salinity. Approaching the end of five decades of existence, the directorate is yet to demonstrate its effectiveness in its assigned task; its inability to fully cope with the conditions of a fast changing irrigation environment makes this rather an illusive goal. In the selection of lands for reclamation, the Directorate is heavily dependent on the visual salinity survey (Thur Girdawari) carried out every year by the Irrigation Department's field staff. This visual survey appears to be a quick and cost-effective method of assessing surface salinity, but its exclusive use as the criterion for selection of affected land is a questionable approach. According to original departmental procedure, reclamation activities were confined to only two of the five classes of soil identified by the visual salinity survey, but the current practice of including all the types of salt-affected soils in reclamation operations has made the selection process more subjective. Surprisingly, the DLR is not using its existing laboratory facilities optimally to better identify the salt-affected lands. Soil testing in visually identified lands could also help define the reclamation operations more scientifically in addition to improving the selection methods being used. While formal procedure requires the Directorate to communicate to farmers the details of planned reclamation schemes, farmer awareness of the reclamation program seems to be poor and only a few farmers in the study area readily acknowledge agency assistance in obtaining relevant information. In practice, the proposals for reclamation schemes are often initiated by some influential farmers. It is a requirement that the amount of water made available for reclamation be over and above the design supply of a given distributary, and special reclamation outlets can be given from a distributary only on the basis that its tail will not suffer. However, the study shows no evidence to show that extra water was made available during the operation of reclamation outlets; further, tail-end shortages were observed in all the distributaries under the study. In a context where the tendency is to give scant consideration to irrigation rules and procedures, it is unlikely that the Directorate of Land Reclamation in its present form and status will succeed in implementing an extensive program of reclamation operations. For the Directorate to be effective in its legitimate functions and to make it an operationally viable and socially acceptable organizational unit, adequate policy and institutional support seem to be necessary.
