This carefully chosen sample of 2018 congressional campaigns provides readers with an account of the campaign battles that took place across the nation. Although Democrats seemed to be poised for a big blue wave of victory following Donald Trump’s historic and divisive 2016 election, the Midterms yielded instead a split decision. Looking at issues ranging from the Kavanaugh confirmation, health care, the economy, and the impact of President Trump, this book traces the dynamics at work in the 2018 Midterm elections. The editors open with an explanation of the trends in this election cycle, followed by eight in-depth case studies of House and Senate toss-up races involving seats held by endangered Republican incumbents. The book shows how 2018 fits into the context of precursor midterm campaigns and what the analysis of competitive states and districts holds for 2020. Aimed at a wide variety of college courses as well as general interest readers, this book tells the story of the 2018 Midterms in fascinating detail. NEW TO THE 3rd EDITION Goes beyond the conventional wisdom to analyze Republican incumbents’ win/loss records, Democratic challengers, the role of Trump and other factors, explicating a Midterm election year with no simple story line on either side. Explores common themes and structures across all chapters, allowing students to compare disparate election races more easily. Looks at issues ranging from the Kavanaugh confirmation, health care, the economy, and the impact of President Trump, putting campaign dynamics into context with the challenge of governing.

After Barack Obama’s historic 2008 victory, Democrats were riding high. But a number of tough fights on policy initiatives, coupled with an economy struggling to recover, put Democrats in a difficult position leading up to the 2010 congressional elections. With nearly all the electoral gains Democrats made during 2006 and 2008 now lost and the House returned to Republican control, this is one of the most dramatic shifts in congressional power in history Examining a sample of congressional campaigns waged during this important election provides readers with an account of how Republicans were able to make such impressive gains and how Democrats were unable to stem this tide. Adkins and Dulio provide a clear explanation of the macro trends in this election cycle, followed by twelve in depth and fascinating case studies of House and Senate toss up races involving seats held by endangered Democratic incumbents. Framed by a common set of questions and topics—so that they are singing the same song in different voices—each chapter focuses on the micro-level effects active in the individual campaigns. Furthermore, the editors discuss how the 2010 cycle fits into the existing literature on campaigns and elections, conclusions about what we learned in 2010 by addressing these competitive states and districts, and speculation on what might be ahead in 2012. In addition, the companion website provides instructors with useful teaching tools, including sample assignments and dynamic PowerPoint slides with graphs and videos.

Do members of Congress follow through on the appeals they make in campaigns? The answer to this question lies at the heart of assessments of democratic legitimacy. This study demonstrates that, contrary to the conventional wisdom that candidates' appeals are just 'cheap talk', campaigns actually have a lasting legacy in the content of representatives' and senators' behavior in office. Levels of promise-keeping vary in a systematic fashion across legislators, across types of activity, across time and across chamber. Moreover, legislators' responsiveness to their appeals shapes their future electoral fortunes and career choices, and their activity on their campaign themes leaves a tangible trace in public policy outputs. Understanding the dynamics of promise-keeping thus has important implications for our evaluations of the quality of campaigns and the strength of representation in the United States.
