How to analyze data settings rather than data sets, acknowledging the meaning-making power of the local. In our data-driven society, it is too easy to assume the transparency of data. Instead, Yanni Loukissas argues in All Data Are Local, we should approach data sets with an awareness that data are created by humans and their dutiful machines, at a time, in a place, with the instruments at hand, for audiences that are conditioned to receive them. The term data set implies something discrete, complete, and portable, but it is none of those things. Examining a series of data sources important for understanding the state of public life in the United States—Harvard's Arnold Arboretum, the Digital Public Library of America, UCLA's Television News Archive, and the real estate marketplace Zillow—Loukissas shows us how to analyze data settings rather than data sets. Loukissas sets out six principles: all data are local; data have complex attachments to place; data are collected from heterogeneous sources; data and algorithms are inextricably entangled; interfaces recontextualize data; and data are indexes to local knowledge. He then provides a set of practical guidelines to follow. To make his argument, Loukissas employs a combination of qualitative research on data cultures and exploratory data visualizations. Rebutting the “myth of digital universalism,” Loukissas reminds us of the meaning-making power of the local.

What man, woman, or child of the 1890s could resist these offerings of the Montgomery Ward catalogue, the one book that was read avidly, year after year, by millions of Americans on farms and in small towns across the nation? The Montgomery Ward catalogue provides one of the few irrefutably accurate pictures of what life was "really like" in the gay nineties, for it described and illustrated almost anything that anybody could possibly need or want in the way of "store-bought" goods. In fact, in that pre-department store era, it was usually the only source for such goods. Imagine if Montgomery Ward had issued an illustrated catalogue in the days of Louis XIV, or Elizabeth I, or Charlemagne: what insights would we have into the daily life of the "common folk," the farmers and shopkeeper, housewives and schoolchildren . . . what sources of information for historians and scholars, collectors and dealers, what models for artists and designers. In 1895, Montgomery Ward was the oldest, largest, and most representative mail-order house in the country. The brainchild of a former traveling salesman, it issued its first catalogue in 1872, a one-page listing of items. By 1895, the catalogue, reprinted here, had grown to 624 pages and listed some 25,000 items, almost all of them illustrated with live drawings. Montgomery Ward was by then a multi-million dollar business that profoundly affected the American economy; and since it reached the most isolated farms and backwoods cabins, its effect on American culture was almost as great. Now once again available, it is our truest, most unbiased record of the spirit of the 1890s. Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.
