En ocasiones, implica un desembolso econ�mico muy alto, incertidumbre y separaci�n familiar. Si se consigue llegar, la situaci�n econ�mica es a menudo muy delicada y no es raro que sufran depresi�n. La falta de recursos restringe la movilidad de las personas pobres, mientras que los conflictos y los desastres naturales son la causa del desplazamiento de otras tantas. Los traslados permiten el acceso a nuevas ideas, conocimientos y recursos "que complementan y mejoran el progreso". Pero si la movilidad se realiza en condiciones ilegales, estas oportunidades quedan limitadas. Para ello, propone un conjunto de reformas que se asientan en seis pilares: - Abrir los canales de entrada disponibles para m�s trabajadores, sobre todo, quienes tienen una baja cualificaci�n. - Garantizar los derechos humanos b�sicos para los migrantes, entre otros, la educaci�n o la salud. - Reducir los costos de transacci�n de la migraci�n. - Encontrar soluciones conjuntas que beneficien a los migrantes y a las comunidades de destino. - Facilitar la migraci�n interna. - Incorporar la migraci�n a las estrategias de desarrollo de los pa�ses de origen.

Emigrant Dreams, Immigrant Borders: Migrants, Transnational Encounters, and Identity in Spain offers a new approach to the cultural history of contemporary Spain, examining the ways in which Spain’s own self-conceptions are changing and multiplying in response to migrants from Latin America and Africa. In the last twenty-five years, Spain has gone from being a country of net emigration to one in which immigrants make up nearly 12 percent of the population. This rapid growth has made migrants increasingly visible in both mass media and in Spanish visual and literary culture. This book examines the origins of media discourses on immigration and takes the analysis of contemporary Spanish culture as its primary framework, while also drawing insights from sociology and history. Emigrant Dreams, Immigrant Borders introduces readers to a wide range of recent films, journals, novels, photography, paintings, and music to reconsider contemporary Spain through its varied encounters with migrants. It follows the stages of the migrant’s own journey, beginning outside Spanish territory, continuing across the border (either at the barbed-wire fences of Ceuta and Melilla or the waters of the Atlantic or the Strait of Gibraltar), and then considers what happens to migrants after they arrive and settle in Spain. Each chapter analyzes one of these stages in order to illustrate the complexity of contemporary Spanish identity. This examination of Spanish culture shows how Spain is evolving into a new space of imagination, one that can no longer be defined without the migrant—a space in which there is no unified identity but rather a new self-understanding is being born. Vega-Durán both places Spain in a larger European context and draws attention to some of the features that, from a comparative perspective, make the Spanish case interesting and often unique. She argues that Spain cannot be understood today outside the Transatlantic and Mediterranean spaces (both real and imaginary) where Spaniards and migrants meet. The principal aim of this book is to address the international legal questions arising from the 'right of visit on the high seas' in the twenty-first century. This right is considered the most significant exception to the fundamental principle of the freedom of the high seas (the freedom, in peacetime, to remain free of interference by ships of another flag). It is this freedom that has been challenged by a recent significant increase in interceptions to counter the threats of international terrorism and WMD proliferation, or to suppress transnational organised crime at sea, particularly the trafficking of narcotics and smuggling of migrants. The author questions whether the principle of non-interference has been so significantly curtailed as to have lost its relevance in the contemporary legal order of the oceans. The book begins with an historical and theoretical examination of the framework underlying interception. This historical survey informs the remainder of the work, which then looks at the legal framework of the right of visit, contemporary challenges to the traditional right, interference on the high seas for the maintenance of international peace and security, interferences to maintain the 'bon usage' of the oceans (navigation and fishing), piracy j'ure gentium'and current counter-piracy operations off the coast of Somalia, the problems posed by illegal, unregulated and unreported fishing, interdiction operations to counter drug and people trafficking, and recent interception operations in the Mediterranean Sea organised by FRONTEX.
