The governance structures in urban and regional development have undergone processes of transformation since the medieval period, resulting in them becoming increasingly decentralised, diversified, and centred about "middle-class values". An essential part was played by the initial concepts of land ownership and planned land use. These were then complemented by additional items from land taxation to the concepts that began to evolve during the 20th century, including diverse elements such as land economics and social responsibility. This volume concentrates on a diverse range of topics centering on the relationships between governance and the organization of entities within both urban and rural areas. The essays indicate that the development of systems of governance runs parallel to and reflects the indelible print humankind has made upon all forms of landscape. Over time various forms of governance evolved, but in the course of the last century they also became more accountable. Together this resulted in a continual process of evolving boundaries and territories, of political changes, and of the subsequent divisions between urban and rural areas as well as urban subdivisions. In addition to this complex mixture of land and spatial planning issues, we are faced today with rapidly changing demographic profiles across all of Europe – and not the least with the emerging awareness of how social responsibilities impact this issue. Even though this volume cannot provide all the answers to the many complex problems, together the essays present a stimulating, interdisciplinary approach that challenges conventional thoughts in European land and spatial planning.

This book presents an overview of urban and regional planning in Turkey. It discusses the fundamental topics and contemporary issues in the field. The book is organized in two parts and it includes 14 chapters. Chapter 1 is designed as an introduction defining the framework of urbanisation in Turkey, and the evolution of urban planning providing a background for the remaining chapters. In Part I, contemporary issues of urban and regional planning in Turkey are covered (i.e., new route taken by regional planning, the role of the planner in the process of shaping the urban form of Turkish cities, the specific features of Turkish city centres, large-scale public investments and their effects on urban areas, urban growth of Turkish cities from an urban morphological viewpoint, and problems and recent planning discussions related to the conservation of archaeological heritage). The challenges faced by urban and regional planning in Turkey are discussed in Part II (i.e., major challenges in residential transformation, excess housing production and the future of housing markets, challenges posed by increasing (global) immigration and refugees, challenges due to integration of a resilience thinking framework into the planning systems, development and planning activities of settlements in hazard prone areas, and the current state of climate policy and governance). In the concluding chapter an overall assessment of the contemporary issues and challenges for urban and regional planning in Turkey is made with special emphasis on the last 15 years of the country. A distinctive feature of urbanization in the last 50 years is the expansion of urban populations and built development well beyond what was earlier conceived as the city limit, resulting in metropolitan areas. This is challenging the relevance of traditional municipal boundaries, and by extension, traditional governing structures and institutions. "Steering the Metropolis: Metropolitan Governance for Sustainable Urban Development,” encompasses the reflections of thought and practice leaders on the underlying premises for governing metropolitan space, sectoral adaptations of those premises, and dynamic applications in a wide variety of contexts. Those reflections are structured into three sections. Much of our understanding of local economic development is based on large urban agglomerations as nodes of innovation and competitive advantage, connecting territories to global value chains. The concept of governance has evolved into one of the most important but also controversial concepts in urban politics. While it encourages co-operation, participation and collective construction, at the same time, it has brought about new forms of public demission, oligarchic regimes and less local democracy. Bringing together a team of leading scholars from across the social sciences, this volume examines the issues of urban governance in the Southern European context.
