Much of our understanding of local economic development is based on large urban agglomerations as nodes of innovation and competitive advantage, connecting territories to global value chains. However, this framework cannot so easily be applied to peripheral regions and secondary cities in either the Global South or the North. This book proposes an alternative way of looking at local economic development based on the idea of fragile governance and three variables: associations and networks; learning processes; and leadership and conflict management in six Latin American peripheral regions. The case studies illustrate the challenges of governance in small and intermediate cities in Latin America, and showcase strategies that are being used to achieve a more resilient and territorial vision of local economic development. Urbanization is giving rise to a vibrant and volatile urban India. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training. Research in recent years on aid effectiveness shows that significant obstacles in fragile states - insecurity, poor governance and weak implementation capacity - usually prevent aid from achieving the desired results in these environments. This study investigates the attributes and effectiveness of donor-supported programmes and projects that worked well under difficult conditions in fragile states. Presented in this study are nine development initiatives in six less developed countries - Afghanistan, Cambodia, Mozambique, Sierra Leone, Timor Leste and Uganda. The cases show that development initiatives, which engage local communities and local level governments, are often able to have significant impact. However, for more substantial improvements to take places, localized gains need to be scaled up either horizontally (other localities) or vertically (to higher levels). Given the advantages of working at the local level and the difficulty of working through mainstream bureaucratic agencies at higher levels in these countries, donors often prefer to create 'parallel-agencies' to reach out to larger numbers of beneficiaries. However, this may in the long run weaken the legitimacy of mainstream government institutions, and donor agencies may therefore choose to work as closely as possible with government officials from the beginning to build trust and demonstrating that new initiatives are non-threatening and help prepare the eventual mainstreaming of 'parallel agencies'.

This book asks several critical questions relevant to those interested in public policy: What is a nudge? What are the ethical implications of and justifications for nudges? Are we able to have nudges without affecting one’s freedom to choose? In what institutional context are nudges likely to work well and in what context are they likely to fail? The text explores several real-world instances of government attempts at successful choice architecture across a wide range of policy topics: internet privacy laws, environmental policy, education policy, the sharing economy, and creating a national culture. This approach also highlights the spontaneous and evolutionary nature of social institutions like culture and trust. Attempts from policymakers to generate these social institutions where they did not exist previously are unlikely to succeed unless they are aligned with the unique characteristics of the society in question. This raises the question of whether the seemingly successful policy interventions were even necessary. A few of the chapters in this book directly examine these issues through case studies of both Latin America and Singapore. Each chapter in this volume explores the ways in which individuals in society respond to attempts by policymakers to “nudge” them towards a specific outcome. Some chapters explore the theoretical arguments in favor of utilizing this behavioral policy approach. Others explore the feasibility and potential limitations of this approach to public policy. Several of the chapters apply market process theory to understand a particular case study where nudge policies have been put into practice. Yet, it has long been clear that the effectiveness of aid is most challenging in countries with weak institutions. It is estimated that by 2030 around a fifth of the world's poorest people will live in fragile and conflict-affected countries. Despite increased attention, much more needs to be done to maximize the effectiveness of aid in these highly complex situations. This book offers fresh, in-depth understandings of the effectiveness of development cooperation in fragile contexts, and where challenges regarding the effectiveness of development cooperation are most pronounced. The empirical chapters combine quantitative macro analysis of cross-country data with detailed country case studies to take stock of past research on the topic, investigate the impact of foreign aid in fragile state contexts, and explore whether and how aid delivered in accordance with the principles of effective development cooperation works in these settings. Cross-national studies provide a broader picture of the topic, while country case studies allow us to identify specific ways in which development cooperation operates. More reflective chapters discuss the feasibility of the effectiveness agenda and provide important insights on how the effectiveness principles could be improved and better put into practice.
