In 2019, Eastern Europe will celebrate 30 years since the fall of communism, but this celebration takes place in a context of increased geopolitical competition in the region. The Western democratic model is under attack, not only in the countries of Eastern and Central Europe, but also in the core countries of the EU, and even in the United States. The messages and methods of dissemination used by anti-Western propaganda may differ with each national context, but the effect is the same – the slow, but progressive erosion of trust in democratic values and the institutions which embody them. This book presents papers from the NATO Advanced Research Workshop “Challenges in strategic communication and fighting propaganda in Eastern Europe. Solutions for a future common project” held in Chisinau, Moldova, on 25-27 April 2018. The workshop brought together institutional, academic and civic experts from the social sciences, journalism, computer science, and international relations to share insights into security and strategic communication, as well as research results and expertise on the impact of social media and technological innovation, with the aim of shaping a new project with a common methodology to monitor, collect, process and interpret data on strategic communication and devise efficient tools to counteract anti-Western propaganda. With contributions about Romania, Moldova, Ukraine, the Western Balkans and the USA highlighting challenges such as detecting propaganda, identifying the groups most vulnerable to its influence and building mechanisms to strengthen trust, the book will be of value to all those with an interest in defending the Western democratic model.

The COVID-19 pandemic is not only a threat to our health and economy, but also has strong implications for defence and security. Indeed, defence leaders have highlighted a second fight surrounding the spread of COVID-19, namely disinformation and preparing to face adversaries willing to exploit the public health crisis for nefarious purposes. The current pandemic is a breeding ground for the propagation of disinformation, as it represents the first major global health event in which large social media platforms have become the main distributor of information. This multi-national edited volume consists of contributions from Defence Science, academia and industry, including NATO Headquarters, United States, Netherlands, Singapore, United Kingdom and Norway. The content is aimed at a diverse audience, including NATO members, researchers from defence and security organizations, academics, and militaries including analysts and practitioners, as well as policy makers. This volume focuses on various aspects of COVID-19 disinformation, including identifying global dominant disinformation narratives and the methods used to spread disinformation, examining COVID-19 disinformation within the broader context of the cognitive domain, examining the psychological effects of COVID-19 disinformation and COVID-19 disinformation on instant messaging platforms, along with examining various countermeasures to disinformation.

This book examines the ways in which Russia and Belarus use disinformation, "weaponised" historical narratives, and the politics of memory for domestic and foreign policy purposes, utilising these factors to justify aggressive foreign policy in defensive terms and, domestically, for legitimating local ruling elites, consolidating the states’ propaganda machines, and mobilising both societies around national power centres. Besides analysing Russian and Belarusian disinformation, geopolitical narratives, and policies, the book also assesses the effectiveness of these measures and discusses how the West can counteract the geopolitical narratives disseminated by Russia and Belarus that attempt to undermine Western democracies and weaken the resilience of its societies.

* * * This Liber Amicorum, which pays tribute to Gilles de Kerchove, EU counter-terrorism coordinator from 2007 to 2021, takes stock of what has been achieved in this field in recent years and looks at the challenges ahead. After an introduction tracing the recipient’s background, the first part looks at different aspects of cooperation within the European Union, ranging from the European arrest warrant, to the protection of fundamental rights and the role of certain EU institutions or agencies. The second part deals with cooperation between the EU and the rest of the world, both with global organisations and with specific States, such as the United States. The third, cross-cutting part brings together various contributions relating to the Islamic State, the financing of terrorism, victims and new technologies. The book concludes with a fourth part on prevention, the fight against radicalisation, values, freedom of the press and literature. The authors come from various parts of the world and present a wide range of profiles, including prominent political figures, EU officials, academics, magistrates and journalists. This interdisciplinary Handbook provides an in-depth analysis of the complex security phenomenon of disinformation and offers a toolkit to counter such tactics. Disinformation used to propagate false, inexact or out of context information is today a frequently used tool of political manipulation and information warfare, both online and offline. This Handbook evidences a historical thread of continuing practices and modus operandi in overt state propaganda and covert information operations. Further, it attempts to unveil current methods used by propaganda actors, the inherent vulnerabilities they exploit in the fabric of democratic societies and, last but not least, to highlight current practices in countering disinformation and building resilient audiences. The Handbook is divided into six thematic sections. The first part provides a set of theoretical approaches to hostile influencing, disinformation and covert information operations. The second part looks at disinformation and propaganda in historical perspective offering case study analysis of disinformation, and the third focuses on providing understanding of the contemporary challenges posed by disinformation and hostile influencing. The fourth part examines information and communication practices used for countering disinformation and building resilience. The fifth part analyses specific regional experiences in countering and deterring disinformation, as well as international policy responses from transnational institutions and security practitioners. Finally, the sixth part offers a practical toolkit for practitioners to counter disinformation and hostile influencing. This handbook will be of much interest to students of national security, propaganda studies, media and communications studies, intelligence studies and International Relations in general.

The Routledge Handbook of EU-Russia Relations offers a comprehensive overview of the changing dynamics in relations between the EU and Russia provided by leading experts in the field. Coherently organised into seven parts, the book provides a structure through which EU-Russia relations can be studied in a comprehensive yet manageable fashion. It provides readers with the tools to deliver critical analysis of this sometimes volatile and polarising relationship, so new events and facts can be conceptualised in an objective and critical manner. Informed by high-quality academic research and key bilateral data/statistics, it further brings scope, balance and depth, with chapters contributed by a range of experts from the EU, Russia and beyond. Chapters deal with a wide range of policy areas and issues that are highly topical and fundamental to understanding the continuing development of EU-Russia relations, such as political and security relations, economic relations, social relations and regional and global governance. The Routledge Handbook of EU-Russia Relations aims to promote dialogue between the different research agendas in EU-Russia relations, as well as between Russian and Western scholars and, hopefully, also between civil societies. As such, it will be an essential reference for scholars, students, researchers, policymakers and journalists interested and working in the fields of Russian politics/studies, EU studies/politics, European politics/studies, post-Communist/post-Soviet politics and international relations. The Routledge Handbook of EU-Russia Relations is part of a mini-series Europe in the World Handbooks examining EU-regional relations established by Professor Wei Shen.

This report aims to raise awareness of the role and potential of strategic communications as a means of delivering policy. It argues that the use of coordinated programs, plans, and outreach should become a more prominent component at the highest levels of government, at an early stage in the development of a complex stabilization or other operation, during a crisis response or a contingency operation, and generally as an organic part of policymaking.
