Against the current historical context that, the United States is in the process of forging and implementing a grand Indo-Pacific strategy, and that the U.S. has shown its intention to align its strategies toward other regions of the world with its strategic interest in Asia together, this study aims to explore and analyse the critical factors, issues, and mechanisms which would most likely be able to affect the relations among major powers and entities in Europe as well as in the Indo-Pacific region, and to see how possibly the main actors in these two regions could jointly shape a different model of global order, based on their management of and involvements in the core issues identified in this project. The next ten to twenty years will likely be a critical period to see whether a different global system from the current one can be forged, and what it might look like.

This volume critiques contemporary power trends by examining key bilateral dynamics between five putative ‘poles’ of the multipolar order in the twenty-first century. Written by emerging scholars and established academics, this work provides a timely and authoritative analysis of one of the most controversial and compelling security debates of the twenty-first century. Adopting a detailed case study approach, the volume examines contemporary great power relations between the US, China, Russia, India and the EU. Each chapter explores the essential nature and characteristics of individual inter-state relationships in order to explicate and appraise the empirical evidence for a putative multipolar order. The volume aims to deepen understanding of power trends and critically assess the individual inter-dynamics at play. In doing so, it critiques the various models offered, such as the hub and spoke model (with the US remaining as the primary actor) and Zakaria’s ‘networked’ model, as part of a purported ‘post-American world’. The work places each of the individual relationships into a wider strategic and political context, in relation to the continued international turbulence and change that has seemed even more prominent in recent times, taking into account the twin challenges of Brexit and the presidency of Donald Trump. It concludes by returning the focus to the central questions of if, how and when a post-American, multipolar world could develop. This open access book aims to emphasize the potential for Japan, Europe and Indo-Pacific countries including the US to respond to shared domestic and international challenges on finding joint ways to uphold and develop the liberal international order (LIO) in the Asian Pacific region and the world. It explores how these countries and the region (the EU) can work together to promote solidarity and cooperation to advance democratic standards and rules-based norms globally. The US understands the LIO in a political sense and centers its focus on democracy, aiming to build a coalition of democracies opposed to China and Russia which represent a kind of authoritarian axis. The US aims both to defend the LIO and respond to the China challenge and to build a coalition of countries that will do both. In contrast European countries aim at defending the “rules-based order”—a term preferred because they fear that the concept of the LIO might alienate or antagonize non-democratic countries. They face a dilemma between working with China to reform the LIO or, in seeking to defend it from China, excluding China. Germany and France differ regarding whether to play a passive or active role in the Indo-Pacific, the former choosing to preserve peace and stability for continued exports, and, until recently, doing little to contribute to security. Its views echo those of the ASEAN countries, which are unable or unwilling to take an active role in protecting the LIO. On the contrary France, along with the UK, actively carries out presence operations in the Indo-Pacific. Rather than upholding US dominance, France supports a multipolar order that will also reduce China’s influence in the region, with France acting as a balancing power and offering an alternative to the choice between China and the United States. Japan and India show interest in European views with the former leaning more toward its allies, the US and AUKUS, and the latter seeing Europe less as an alternative to the status quo and more as a complement of QUAD. This book concludes that the US needs to build coalitions rather than forcing allies and neighbors to choose sides, while Japan, Asian countries, and Europeans should more actively reform the LIO.

The notion that we are experiencing a change in times, whereby an old global order is giving way to a new one, has been gaining legitimacy in international debates. As US power is waning, the argument goes, so is the set of liberal norms, rules and institutions around which the Unites States organised its global supremacy. Ideational contests, power shifts, regional fragmentation, and socio-economic turmoil paint a broad picture of complex and often inter-related challenges that fuel contestation of the liberal order, both as a normative project and as an emanation of US power. Major players – China and India, Europe and Russia, and the United States itself – are all engaged in a process of global repositioning, most notably in areas where the liberal project has only fragile roots and order is contested: Eastern Europe and the Caucasus, the Asia-Pacific and the Middle East. This volume aims to provide critical frames of reference for understanding whether geopolitical and ideational contestations will eventually bring the US-centred liberal order down or lead to a process of adjustment and transformation. The chapters in this book were originally published in a special issue in The International Spectator.
