"China's economic performance over the past three decades--its rapid growth, economic opening, and strides in poverty alleviation--marks an historic turn that may qualify as one of the great "success stories" of modern economic development. China seems poised for further rapid growth today -- but questions and uncertainties cloud the longer-term horizon. Can China make the institutional changes and policy reforms that will be required to reach significantly higher general levels of productivity and income? Will continuing economic growth unleash unpredictable social or political forces within China? And what will "an economically rising China" -- potentially, a China with the world's largest GDP -- mean for the security of China's neighbors and the international community? Dwight Perkins analyzes these questions and what their resolution will mean for the United States in The Challenges of Chinese Growth, which he delivered as the 2006 Henry Wendt Distinguished Lecture at the American Enterprise Institute." -- p. With its per capita income surpassing US$10,000, China has now drawn up ambitious plans to further lift its income to the level of developed countries. Yet various constraints need to be overcome if China is to build on the achievements of the last 40 years and further boost its growth potential. Besides these constraints, the year 2020 saw human societies hit heavily by the COVID-19 pandemic and the global economy caught off guard and dipped into recessions caused by lockdown measures for controlling the spread of the pandemic. Nations around the world have experienced grave loss of human life and lockdown measures have knocked economies from their normal growth trajectories. Even as the pandemic continues to unfold, all signs point to China as being the first major economy to have emerged out of the crisis. But many questions remain. Has the Chinese economy emerged from the pandemic crisis relatively unscathed? What are the long-term prospects for its economy? This year’s Update book, China’s Challenges in Moving towards a High-income Economy, explores the challenges faced by the Chinese economy in the transition towards a high-income economy, including agricultural development, finance and fiscal system reform, RMB internationalisation, trends in urbanisation, as well as topics related to innovation, corporate sector development and market competition. China’s growth experience has been full of exciting changes and important lessons for reform and structural changes, and this year’s China Update is again the way to gain insights into these.

How will China reform its economy as it aspires to become the next economic superpower? It's clear that China is the world's next economic superpower. But what isn't so clear is how China will get there by the middle of this century. It now faces tremendous challenges such as fostering innovation, dealing with ageing problem and coping with a less accommodative global environment. In this book, economists from China's leading university and America's best-known think tank offer in depth analyses of these challenges. Does China have enough talent and right policy and institutional mix to transit from input-driven to innovation-driven economy? What does ageing mean, in terms of labor supply, consumption demand and social welfare expenditure? Can China contain the environmental and climate change risks? How should the financial system be transformed in order to continuously support economic growth and keep financial risks under control? What fiscal reforms are required in order to balance between economic efficiency and social harmony? What roles should the state-owned enterprises play in the future Chinese economy? In addition, how will technological competition between the United States and China affect each country's development? Will the Chinese yuan emerge as a major reserve currency, and would this destabilize the international financial system? What will be China's role in the international economic institutions? And will the United States and other established powers accept a growing role for China and the rest of the developing world in the governance of global institutions such as the World Trade Organization and the International Monetary Fund, or will the world devolve into competing blocs? This book provides unique insights into independent analyses and policy recommendations by a group of top Chinese and American scholars. Whether China succeeds or fails in economic reform will have a large impact, not just on China's development, but also on stability and prosperity for the whole world.

The rapid pace of economic growth in China has been unprecedented since the start of economic reforms in late 1970s. It has delivered higher incomes and made the largest single contribution to global poverty reduction. Measured by international poverty lines, from 1978-2004, the absolute poor population in rural areas has dropped from 250 million to 26.1 million. Such gains are impressive and have been driven largely by a set of market-oriented institutional reforms, strong investment, and effective adoption and application of various knowledge and technologies, especially foreign ones through trade and foreign direct investment. While enjoying tremendous success, China also faces many challenges that need to be addressed to sustain its long-term development. These include weak institutions, low overall educational attainment, weak indigenous innovation capacity, poor links between research and development and industries, and so on. This paper provides an analysis of some strengths, weaknesses, opportunities, and challenges to China's knowledge economy in the areas of economic incentives and institutional regime, human capital, innovation system, and information infrastructure.

When the "fifth generation" of Communist Party leaders in China assumed top political positions in 2012-2013, they took the helm of a country that has achieved remarkable economic growth, political stability, and international influence. Yet China today confronts challenges at least as daunting as any it has faced since the reform era began in the late 1970s. In November 2013, the Chinese Communist Party's Central Committee announced ambitious reforms to address vital issues, such as giving market forces a "decisive role" in the economy, strengthening the social safety net, assigning greater weight to factors other than economic growth and social order in evaluating local officials, promoting urbanization, and relaxing the "one child" policy. China's Challenges brings together fourteen experts on China's social, economic, political, legal, and foreign affairs to examine some of the nation's pivotal policy issues. Their wide-ranging analyses cover economic and social inequality, internal migration and population control, imperatives to "rebalance" China's economy toward domestic demand and consumption, problems of official corruption, tensions between legal reform and social order, and the strained relationships with neighboring countries and the United States that stem from China's rising power, military modernization, enduring territorial disputes, and rising nationalism in domestic politics. This timely volume offers a broad and comprehensive look at the issues facing China today and lays the groundwork for understanding the shifts to come. How—and how well—China handles these challenges not only will define China's trajectory for years to come, but will have repercussions far beyond China's borders. Contributors: Yong Cai, Jacques deLisle, Jane Duckett, Andrew Erickson, M. Taylor Fravel, Avery Goldstein, Yasheng Huang, Zai Liang, Benjamin Liebman, Melanie Manion, Barry Naughton, Daniela Stockmann, Robert Sutter, Guohui Wang.

The remarkable transformation of the Chinese economy in terms of its structure and growth has drawn unprecedented attention from academics, policy makers and businessmen alike. In the past four decades, China swiftly transformed from a centrally-planned to a market-oriented economy, with an economic size just behind the US and ahead of Japan. Amid commendations for China's economic success offering valuable reform and growth lessons to other developing countries, underlying challenges have been emerging, which constitute long-term risks in shaking China's sustainable success. These challenges encompass a wide range of sectors and issues such as the rural-urban divide, state monopoly, policy loans in the banking sector, lack of skilled and sophisticated workers, environmental degradation, etc. This book unveils the risks and challenges embedded in China's spectacular economic success and demonstrates that effective handling of these challenges is vital for China to avoid falling into the "middle-income trap". It is elucidated that feasible solutions are available to accommodate these risks and the clue of success lies on the willingness and ability of China's central leaders to implement further reforms. This book is a valuable reference for undergraduate and postgraduate students, academics, and public and business policy makers who are concerned about the current status and future development of the Chinese economy.
