In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Resulting from three years of international, interdisciplinary research cooperation among academics and practitioners in Europe and the BICS countries within a project funded by the Volkswagen Foundation, this volume addresses one of the greatest global challenges. Specific focus lies on the bilateral energy dialogues and Strategic Partnerships between the EU and Emerging Powers regarding bilateral, inter- and transnational energy cooperation. Furthermore, the analysis provides policy recommendations in order to tap the full potential of energy cooperation between the EU and Brazil, India, China and South Africa.

Eu Policy Responses To A Shifting Multilateral System written by Esther Barbé and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-09-27 with Political Science categories.
This book explores how the EU, as an international actor, is adapting to recent transformations in the multilateral system. The international identity of the European Union is built upon its support for effective multilateralism and its commitment to core norms and values. Until recently, there was no need to choose between these goals. Emerging powers in the international system are not only demanding more power in multilateral institutions, but also sometimes seeking to influence their purpose and function, away from those championed by the EU. This presents a dilemma for EU foreign policy – framed in this edited volume as either accommodating changes in order to support multilateral institutions or entrenching the EU position in order to uphold values. Using a common analytical framework, the chapters include case studies on important multilateral institutions such as the United Nations Security Council, the International Monetary Fund, the World Trade Organization and the International Criminal Court, as well as key policy areas such as energy, climate change, nuclear non-proliferation, and human rights.

The intricacies, politics, and prospects of international cooperation, particularly with China, to address climate change. No country in the world releases more greenhouse gases than China. And no country has a greater capacity—and ambition—to mitigate climate change. This deeply informed, urgently needed book examines the global cooperation such a monumental effort demands and inspires, necessarily focusing on China’s outsize role in the development and dissemination of clean energy technologies. Drawing on decades of work in clean energy and climate technology and policy, Joanna Lewis provides a clear and thorough account of the motivations, science, and politics behind international clean energy technology collaboration—and an in-depth look at why different clean energy partnerships result in different political and technological outcomes. The first comprehensive analysis of international clean energy partnerships with China, Cooperating for the Climate is based on hundreds of interviews with government officials, researchers, and private companies involved in these collaborative initiatives around the world. Its insights into energy innovation and international relations, as well as global environmental politics, will help international stakeholders navigate the complex political bureaucracy governing clean energy development in China and perhaps chart a productive pathway for moving the world toward a low-carbon future.
