Challenging the Secular State examines Muslim efforts to incorporate shari’a (religious law) into modern Indonesia’s legal system from the time of independence in 1945 to the present. The author argues that attempts to formally implement shari’a in Indonesia, the world’s most populous Muslim state, have always been marked by tensions between the political aspirations of proponents and opponents of shari’a and by resistance from the national government. As a result, although pro-shari’a movements have made significant progress in recent years, shari’a remains tightly confined within Indonesia’s secular legal system. The author first places developments in Indonesia within a broad historical and geographic context, offering a provocative analysis of the Ottoman empire’s millet system and thoughtful comparisons of different approaches to pro-shari’a movements in other Muslim countries (Saudi Arabia, Iran, Pakistan). He then describes early aspirations for the formal implementation of shari’a in Indonesia in the context of modern understandings of religious law as conflicting with the idea of the nation-state. Later chapters explore the efforts of Islamic parties in Indonesia to include shari’a in national law. Salim offers a detailed analysis of debates over the constitution and possible amendments to it concerning the obligation of Indonesian Muslims to follow Islamic law. A study of the Zakat Law illustrates the complicated relationship between the religious duties of Muslim citizens and the nonreligious character of the modern nation-state. Chapters look at how Islamization has deepened with the enactment of the Zakat Law and demonstrate the incongruities that have emerged from its implementation. The efforts of local Muslims to apply shari’a in particular regions are also discussed. Attempts at the Islamization of laws in Aceh are especially significant because it is the only province in Indonesia that has been allowed to move toward a shari’a-based system. The book concludes with a review of the profound conflicts and tensions found in the motivations behind Islamization.

Throughout human history, religion and politics have entertained the most intimate of connections as systems of authority regulating individuals and society. While the two have come apart through the process of secularization, secularism is challenged today by the return of public religion. This cogent analysis unravels the nature of the connection, disconnection, and attempted reconnection between religion and politics in the West. In a comparison of Western Europe and North America, Christianity and Islam, Joppke advances far-reaching theoretical, historical, and comparative-political arguments. With respect to theory, it is argued that only a “substantive” concept of religion, as pertaining to the existence of supra-human powers, opens up the possibility of a historical-comparative perspective on religion. At the level of history, secularization is shown to be the distinct outcome of Latin Christianity itself. And at the level of comparative politics, the Christian Right in America which has attacked the “wall of separation” between religion and state and Islam in Europe with the controversial insistence on sharia law and other “illiberal” claims from some quarters are taken to be counterpart incarnations of public religion and challenges to the secular state. Levine Memorial Book Prize of the International Political Science Association This comparative analysis probes why conservative renderings of religious tradition in the United States, India, and Egypt remain so influential in the politics of these three ostensibly secular societies. The United States, Egypt, and India were quintessential models of secular modernity in the 1950s and 1960s. By the 1980s and 1990s, conservative Islamists challenged the Egyptian government, India witnessed a surge in Hindu nationalism, and the Christian right in the United States rose to dominate the Republican Party and large swaths of the public discourse. Using a nuanced theoretical framework that emphasizes the interaction of religion and politics, Scott W. Hibbard argues that three interrelated issues led to this state of affairs. First, as an essential part of the construction of collective identities, religion serves as a basis for social solidarity and political mobilization. Second, in providing a moral framework, religion's traditional elements make it relevant to modern political life. Third, and most significant, in manipulating religion for political gain, political elites undermined the secular consensus of the modern state that had been in place since the end of World War II. Together, these factors sparked a new era of right-wing religious populism in the three nations. Although much has been written about the resurgence of religious politics, scholars have paid less attention to the role of state actors in promoting new visions of religion and society. Religious Politics and Secular States fills this gap by situating this trend within long-standing debates over the proper role of religion in public life.

"Fundamentalism" and "authoritarian secularism" are commonly perceived as the two mutually exclusive paradigms available to Muslim majority countries. Recent political developments, however, have challenged this perception. Formerly associated with a fundamentalist outlook, mainstream Islamist groups, such as the Muslim Brotherhood and Al-Nahda, have adopted a distinctly secular-democratic approach to the state re-building process. Their success or failure in transitioning to democracy remains to be seen, but the political position these Islamic groups have carved out suggests the viability of a third way. Naser Ghobadzadeh examines the case of Iran, which has a unique history with respect to the relationship of religion and politics. The country has been subject to both authoritarian secularization and authoritarian Islamization over the last nine decades. While politico-religious discourse in Iran is articulated in response to the Islamic state, it also bears the scars of Iran's history of authoritarian secularization-the legacy of the Pahlavi regime. Ghobadzadeh conceptualizes this politico-religious discourse as "religious secularity". He uses this apparent oxymoron to describe the Islamic quest for a democratic secular state, and he demonstrates how this concept encapsulates the complex characteristics of the Shiite religious reformation movement.
