It is clear that public trust plays a critical role in developing a vibrant economy and a strong society. A reasonably high level of public trust will enable the public, the Government, and the various organisations and groups in the different sectors in Singapore to work together to build a cohesive and adaptive community. This means a community characterised by constructive relationships embedded in positive economic, human, social, political and psychological capital.Public trust is important because it affects how people think, feel and behave. Trust takes time to build, is easy to lose, and once lost is difficult to restore. Trust is multi-dimensional, having to do with distinct aspects relating to competence, integrity and benevolence. Trust is also dynamic — it changes over time and the direction of change is not pre-determined.Given how critical and complex the concept of trust is, we need to have a valid and honest understanding of trust, if we want to shed light on how and why public trust changes, and how we can repair public trust violation and develop public trust in Singapore.The book is organised into four parts. Part 1 provides an overview of issues involved in thinking about public trust. Part 2 examines public trust in the context of upholding public accountability and discusses specific issues of public transport in Singapore. Part 3 analyses the relationships linking trust to social media analytics as well as healthcare. Part 4 addresses specific questions on public trust in Singapore in terms of social harmony, race and religion, education, civil society, social inequalities, dealing with differences and disagreements, political leadership, and relationships between people and government.This book will provide the reader new perspectives and possibilities related to questions that have become more salient in recent years as Singapore society underwent significant changes that likely impact on the nature and level of public trust.

Trust and confidence are topical issues. Pundits claim that citizens trust governments and public services increasingly less - identifying a powerful new erosion of confidence that, in the US, goes back at least to Watergate in the 1970s. On January 2009, President Obama signed the Memorandum on Transparency and Open Government. The memorandum declares the new Administration’s commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens’ trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide.

Banning minarets by referendum in Switzerland, publicly burning Korans in the United States, prohibiting kirpans in public spaces in Canada—these are all examples of the rising backlash against diversity that is spreading across multicultural societies. Trust has always been precarious, and never more so than as a result of increased immigration. The number of religions, races, ethnicities, and cultures living together in democratic communities and governed by shared political institutions is rising. The failure to construct public policy to cope with this diversity—to ensure that trust can withstand the pressure that diversity can pose—is a failure of democracy. The threat to trust originates in the perception that the values and norms that should underpin a public culture are no longer truly shared. Therefore, societies must focus on building trust through a revitalized public culture. In Trust, Democracy, and Multicultural Challenges, Patti Tamara Lenard plots a course for this revitalization. She argues that trust is at the center of effective democratic politics, that increasing ethnocultural diversity as a result of immigration may generate distrust, and therefore that democratic communities must work to generate the conditions under which trust between newcomers and “native” citizens can be built, so that the quality of democracy is sustained.
