Am 18. August 2006 trat das Allgemeine Gleichstellungsgesetz (AGG) in Kraft. Die Richtlinie der Europäischen Union (EU) soll bestimmte Bevölkerungsgruppen vor einer spezifischen Benachteiligung im Berufsleben schützen. Dies hat weitreichende Folgen für das Personalmanagement. Zur Bekämpfung der Benachteiligung bzw. Diskriminierung auf dem Arbeitsmarkt versucht die Antidiskriminierungsstelle des Bundes (ADS) in Zusammenarbeit mit dem Institut zur Zukunft der Arbeit (IZA) anhand von anonymisierten Bewerbungsverfahren verschiedene Formen der Diskriminierung im Bewerbungsprozess zu beseitigen. Die Durchführung des Pilotprojekts soll die Akzeptanz anonymisierter Bewerbungsverfahren durch deutsche Unternehmen erhöhen. Die potenzielle Ausschöpfung und ein offener Zugang zum Arbeitsmarkt ist eine Voraussetzung für eine vielfältige Gesellschaft. Dennoch machen Arbeitssuchende trotz Fachkräftemangels und Nachwuchsbedarfs die Erfahrung, dass der Arbeitsmarkt nicht offen ist. Ziel dieser Studie ist die kritische Betrachtung der Maßnahme „anonymisiertes Bewerbungsverfahren“, die durch die Antidiskriminierungsstelle im Rahmen des Allgemeinen Gleichbehandlungsgesetzes getestet wurde. Hierbei wird Stellung zu der Frage genommen, ob sich die Chancengleichheit durch anonymisierte Bewerbungen verändert und welche Auswirkungen für das Personalmanagement daraus entstehen. Dies geschieht einerseits durch den Vergleich zwischen anonymisierter und traditioneller Bewerbung und andererseits durch die kritische Analyse des Pilotprojektes der Antidiskriminierungsstelle und dessen Ergebnisse. In die Diskussion mit einbezogen werden aktuelle politische und gesellschaftliche Stellungnahmen. Die verwendeten Formulierungen in dieser Studie sind, zur besseren Lesbarkeit, in männlicher Form gewählt. Dies ist wertfrei zu betrachten und stellt keine Absicht zur Diskriminierung dar.

There are many ways to approach the understanding of consciousness. Questions about these ways have occupied philosophers and metaphysicians for centuries. During the early growth of cognitive science the problem of consciousness remained taboo, but an increasing number of studies have either implicitly or explicitly begun to bear on its nature. These have been inspired by a number of different different original questions, and focus on a variety of different empirical phenomena. Thus, studies of implicit memory, subliminal processing, strategic versus automatic processing, allocation of attention, and differences between information processes in the awake versus dreaming state all share a common assumption of a particular quality or state -- awakeness, awareness, alertness, namely consciousness -- that somehow can be distinguished from another type of state or states in which the subject is not aware of the information being processed. What distinguishes the cognitive psychological and cognitive neuroscience approach to the question of consciousness from that of philosophy and metaphysics is scientific methodology: a set of tools that permit the empirical study of a phenomenon in an objective and reproducible way. Recent developments in both the empirical and theoretical methodologies of these fields have made it possible to begin to study the phenomenon associated with -- if not directly underlying -- consciousness in a scientific fashion. This volume tries to resolve the difficulties associated with the scientific investigation of consciousness. The intent is to explore the extent to which consciousness can be the target of direct scientific inquiry, to get on the table some of the relevant work, and consider the degree to which this research can help inform our understanding of consciousness. It brings together a group of cognitive and neuroscientists to share relevant recent research in the fields of cognitive science and neuroscience and to determine whether any new strategies for the scientific pursuit of this question can be developed. A long-term goal is the development of a unified understanding of consciousness, scientific as well as philosophical perspectives. This volume takes the first step toward building the necessary local bridges.

Federal law prohibits housing discrimination on the basis of seven protected classes including race. Despite 30 years of legal prohibition under the Fair Housing Act, however, there is evidence of continuing discrimination in American housing, as documented by several recent reports. In 1998, the Department of Housing and Urban Development (HUD) funded a $7.5 million independently conducted Housing Discrimination Survey (HDS) of racial and ethnic discrimination in housing rental, sales, and lending markets (Public Law 105-276). This survey is the third such effort sponsored by HUD. Its intent is to provide a detailed understanding of the patterns of discrimination in housing nationwide. In 1999, the Committee on National Statistics (CNSTAT) of the National Research Council (NRC) was asked to review the research design and analysis plan for the 2000 HDS and to offer suggestions about appropriate sampling and analysis procedures. The review took the form of a workshop that addressed HUD's concerns about the adequacy of the sample design and analysis plan, as well as questions related to the measurement of various aspects of discrimination and issues that might bias the results obtained. The discussion also explored alternative methodologies and research needs. In addition to addressing methodological and substantive issues related specifically to the HDS, the workshop examined broader questions related to the measurement of discrimination.
