La crise de légitimité des démocraties occidentales et de leurs administrations publiques a mené à l'élaboration de discours politico-administratifs très ambitieux en matière de participation du public. Gouvernance démocratique, débat public, engagement des citoyens et autres appellations du même genre font maintenant partie intégrante du discours des gouvernants occidentaux. Au-delà des idées, voire des idéaux faisant la promotions de la participation des groupes et des citoyens ainsi que des discours des gouvernants en la matière, les modes de participation ont-ils réellement changé au cours des dernières décennies? Si oui, comment comprendre et apprécier ces changements? Dans cet ouvrage, l'auteur pose donc la question du changement et de l'évolution des modes de participation au sein du gouvernement fédéral canadien au cours des trente dernières années en analysant une variété d'institutions et de processus à l'intérieur des organismes centraux ainsi que dans deux secteurs de politiques, l'environnement et la santé. Ces questions sont importantes puisqu'elles permettent d'observer l'évolution des pratiques de gouvernance au gouvernement fédéral canadien et de remettre en question les forces institutionnelles et politiques qui freinent ou facilitent l'émergence de nouvelles formes de participation.
