The idea that the world was becoming a global village has been seriously eroded. Meanwhile, the war in Ukraine has once again highlighted how power politics draws borders and shapes belongings. This has necessitated analyses of the nature of human-made borders and boundaries and the consequences for individuals and collectives who experience inclusion or exclusion on their feelings of belonging and their identities. Similarly, governmental policies within states have created majorities and minorities and have caused grave implications for those groups at the receiving end of legislation and state actions. This multidisciplinary volume comprises essays from researchers and academics, located in Europe and beyond, who investigate the effects of border creation, social and legal inclusivity and exclusion on individuals and collective identities in the past and today. These developments have become known as globalization and were they reason why spatial configurations (e.g. territorial borders) are no longer necessarily territorial or scalar, because “the social, economic, political and cultural inside and outside are constituted through the topologies of actor networks which are becoming increasingly dynamic and varied in spatial constitution” (Amin). This paper intends to outline the circumstances and consequences of the development identified by Amin in terms of the creation of new forms of inequality and disparity. The first part deals with definitions in the realm of borders and boundaries, the second part treats the historical, current and future meanings of borders and the third part draws the connection between borders and inequality.

Europe and her regions - in particular the regions of East and Central Europe - witness tremendous change in all spheres of life. Although there is no order without border, borders are in a process of functional differentiation, both at the sub- and supra-national level. There are many more borders becoming, however, less consequential, no longer exclusive, but inclusive. All the challenges from globalisation, fragmentation, enlargement or integration not only surpass the potential of single regions or even nations, but need normative guide-lines and consistent incentive structures. In short: institutions do matter! But, what kind of institutions, at what level and designed for what purpose? This book with its multi-disciplinary approach from the perspective of international and constitutional law as well as economics tries to give answers to the prospective problems of managing complexity and flexibility for a future post-national Europe of regions.
