According to the position of the European Union, a modern, cost-benefit-oriented and effective border management system should ensure both, open borders as well as maximum of security at the same time. Thus, the Union’s endeavour is to safeguarding internal security to all member states through preventing transnational threats, combating irregular migration and any forms of cross-border crime for ensuring smooth border crossings for legitimate travellers and their belongings, goods and services. That is why the Union’s concept of Integrated Border Management has been developed to ensure effective border control and surveillance and cost-efficient management of the external borders of the European Union. The Union’s policy is and will continue to be developed on the basis of the three main areas in place: common legislation, close operational/tactical cooperation and financial solidarity. In addition, Integrated Border Management has been confirmed as a priority area for strengthening the cooperation with third countries in the European Commission’s strategic security management approach, where non-EU countries are encouraged as partners to upgrade their border security, surveillance and border management systems.

The relation between liberty and security has been highly contestable over the past 10 years in the EU integration process. With the expansion of the EU's powers into domains falling within the scope of the Area of Freedom, Security and Justice, liberty and its relation to security has brought a new range of issues, struggles and debates. Acts of political violence labelled as 'terrorism' and human mobility at the European and international levels have justified the construction of these phenomena as threats to the security and safety of the nation state. They have legitimised the development of normative responses that go beyond traditional configurations and raise fundamental dilemmas for the security and liberty of the individual. This paper assesses the ways in which the notions and perceptions of security and insecurity in the EU have evolved as political values and legal/policy goals, and how they are being transformed. It aims at synthesising the results of the research conducted since 2004 by the Justice and Home Affairs Section of CEPS through the CHALLENGE project (Changing Landscape of European Liberty and Security). Europe's Border Crisis investigates dynamics in EU border security and migration management and advances a path-breaking framework for thought, judgment, and action in this context. It argues that a crisis point has emerged whereby irregular migrants are treated as both a security threat to the EU and as a life that is threatened and in need of saving. This leads to paradoxical situations such that humanitarian policies and practices often expose irregular migrants to dehumanizing and lethal border security mechanisms. The dominant way of understanding these dynamics, one that blames a gap between policy and practice, fails to address the deeper political issues at stake and ends up perpetuating the terms of the crisis. Drawing on conceptual resources in biopolitical theory, particularly the work of Roberto Esposito, the book offers an alternative diagnosis of the problem in order to move beyond the present impasse. It argues that both negative and positive dimensions of EU border security are symptomatic of tensions within biopolitical techniques of government. While bordering practices are designed to play a defensive role they contain the potential for excessive security mechanisms that threaten the very values and lives they purport to protect. Each chapter draws on a different biopolitical key to both interrogate diverse technologies of power at a range of border sites and explore the insights and limits of the biopolitical paradigm. Must border security always result in dehumanization and death? Is a more affirmative approach to border politics possible? Europe's Border Crisis sets out a new horizon for addressing these and related questions.

Since the peak of Europe's so-called 2015 'migration crisis', the dominant governmental response has been to turn to deterrent border security across the Mediterranean and construct border walls throughout the EU. During the same timeframe, EU citizens are widely represented - by politicians, by media sources, and by opinion polls - as fearing a loss of control over national and EU borders. Despite the intensification of EU border security with visibly violent effects, EU citizens are portrayed as 'threatened majorities'. These dynamics beg the question: Why is it that tougher deterrent border security and walling appear to have heightened rather than diminished border anxieties among EU citizens? While the populist mantra of 'taking back control' purports to speak on behalf of EU citizens, little is known about how diverse EU citizens conceptualize, understand, and talk about the so-called 'crisis'. Yet, if social and cultural meanings of 'migration' and 'border security' are constructed intersubjectively and contested politically (Weldes et al. 1999), then EU citizens —as well as governmental elites and people on the move— are significant in shaping dominant framings of and responses to the 'crisis'. This book argues that, in order to address the overarching puzzle, a conceptual and methodological shift is required in the way that border security is understood: a new approach is urgently required that complements 'top-down' analyses of elite governmental practices with 'bottom-up' vernacular studies of how those practices are both reproduced and contested in everyday life.
