Rebecca M. Blank offers the first comprehensive analysis of an economic trend that has been reshaping the United States over the past three decades: rapidly rising income inequality. In clear language, she provides an overview of how and why the level and distribution of income and wealth has changed since 1979, sets this situation within its historical context, and investigates the forces that are driving it. Among other factors, Blank looks closely at changes within families, including women’s increasing participation in the work force. The book includes some surprising findings—for example, that per-person income has risen sharply among almost all social groups, even as income has become more unequally distributed. Looking toward the future, Blank suggests that while rising inequality will likely be with us for many decades to come, it is not an inevitable outcome. There has been a remarkable upsurge of debate about increasing inequalities and their societal implications, reinforced by the economic crisis but bubbling to the surface before it. This has been seen in popular discourse, media coverage, political debate, and research in the social sciences. The central questions addressed by this book, and the major research project GINI on which it is based, are: - Have inequalities in income, wealth and education increased over the past 30 years or so across the rich countries, and if so why? - What are the social, cultural and political impacts of increasing inequalities in income, wealth and education? - What are the implications for policy and for the future development of welfare states? In seeking to answer these questions, this book adopts an interdisciplinary approach that draws on economics, sociology, and political science, and applies a common analytical framework to the experience of 30 advanced countries, namely all the EU member states except Cyprus and Malta, together with the USA, Japan, Canada, Australia and South Korea. It presents a description and analysis of the experience of each of these countries over the past three decades, together with an introduction, an overview of inequality trends, and a concluding chapter highlighting key findings and implications. These case-studies bring out the variety of country experiences and the importance of framing inequality trends in the institutional and policy context of each country if one is to adequately capture and understand the evolution of inequality and its impacts.

Development economics is about understanding how and why lives change. How Lives Change: Palanpur, India, and Development Economics studies a single village in a crucially important country to illuminate the drivers of these changes, why some people do better or worse than others, and what influences mobility and inequality. How Lives Change draws on seven decades of detailed data collection by a team of dedicated development economists to describe the evolution of Palanpur's economy, its society, and its politics. The emerging story of integration of the village economy with the outside world is placed against the backdrop of a rapidly transforming India and, in turn, helps to understand the transformation. It puts development economics into practice to assess its performance and potential in a unique and powerful way to show how the development of one village since India's independence can be set in the context of the entire country's story. How Lives Change sets out the role of, and scope for, public policy in shaping the lives of individuals. It describes how changes in Palanpur's economy since the late 1950s were initially driven by the advance of agriculture through land reforms, the expansion of irrigation and the introduction of "green revolution" technologies. Since the mid-1980s, newly emerging off-farm opportunities in nearby towns and outside agriculture became the key driver of growth and change, profoundly influencing poverty, income mobility, and inequality in Palanpur. Village institutions are shown to have evolved in subtle but clear ways over time, both shaping and being shaped by economic change. Individual entrepreneurship and initiative is found to play a critical role in driving and responding to the forces of change; and yet, against a backdrop of real economic growth and structural transformation, this book shows that human development outcomes have shown only weak progress and remain stubbornly resistant to change.
