Americans preach egalitarianism, but democracy makes it hard for minorities to win. Changing Minds, If Not Hearts explores political strategies that counteract the impulse of racial majorities to think about racial issues as a zero-sum game, in which a win for one group means a loss for another. James M. Glaser and Timothy J. Ryan argue that, although political processes often inflame racial tensions, the tools of politics also can alleviate conflict. Through randomized experiments conducted in South Carolina, California, Michigan, Mississippi, Oklahoma, and New Jersey, Glaser and Ryan uncover the racial underpinnings of disputes over affirmative action, public school funding initiatives, Confederate flag displays on government buildings, reparations, and racial profiling. The authors examine whether communities rife with conflict endorse different outcomes when issues are cast in different terms—for example, by calling attention to double standards, evoking alternate conceptions of fairness and justice, or restructuring electoral choices to offer voters greater control. Their studies identify a host of tools that can help overcome opposition to minority interests that are due to racial hostility. Even in communities averse to accommodation, even where antipathy and prejudice linger, minorities can win. White identity is in ferment. White, European Americans living in the United States will soon share an unprecedented experience of slipping below 50% of the population. A democracy falters when most of its citizens are uninformed or misinformed, when misinformation affects political decisions and actions, or when political actors foment misinformation—the state of affairs the United States faces today, as this timely book makes painfully clear. In Do Facts Matter? Jennifer L. Hochschild and Katherine Levine Einstein start with Thomas Jefferson’s ideal citizen, who knows and uses correct information to make policy or political choices. What, then, the authors ask, are the consequences if citizens are informed but do not act on their knowledge? More serious, what if they do act, but on incorrect information? Analyzing the use, nonuse, and misuse of facts in various cases—such as the call to impeach Bill Clinton, the response to global warming, Clarence Thomas’s appointment to the Supreme Court, the case for invading Iraq, beliefs about Barack Obama’s birthplace and religion, and the Affordable Care Act—Hochschild and Einstein argue persuasively that errors of commission (that is, acting on falsehoods) are even more troublesome than errors of omission. While citizens’ inability or unwillingness to use the facts they know in their political decision making may be frustrating, their acquisition and use of incorrect “knowledge” pose a far greater threat to a democratic political system. The American South has experienced remarkable change over the past half century. Black voter registration has increased, the region's politics have shifted from one-party Democratic to the near-domination of the Republican Party, and in-migration has increased its population manyfold. At the same time, many outward signs of regional distinctiveness have faded--chain restaurants have replaced mom-and-pop diners, and the interstate highway system connects the region to the rest of the country. Given all of these changes, many have argued that southern identity is fading. But here, Christopher A. Cooper and H. Gibbs Knotts show how these changes have allowed for new types of southern identity to emerge. For some, identification with the South has become more about a connection to the region's folkways or to place than about policy or ideology. For others, the contemporary South is all of those things at once--a place where many modern-day southerners navigate the region's confusing and omnipresent history. Regardless of how individuals see the South, this study argues that the region's drastic political, racial, and cultural changes have not lessened the importance of southern identity but have played a key role in keeping regional identification relevant in the twenty-first century.

Barack Obama’s historic 2008 campaign exposed many white Americans more than ever before to a black individual who defied negative stereotypes. While Obama’s politics divided voters, Americans uniformly perceived Obama as highly successful, intelligent, and charismatic. What effect, if any, did the innumerable images of Obama and his family have on racial attitudes among whites? In The Obama Effect, Seth K. Goldman and Diana C. Mutz uncover persuasive evidence that white racial prejudice toward blacks significantly declined during the Obama campaign. Their innovative research rigorously examines how racial attitudes form, and whether they can be changed for the better. The Obama Effect draws from a survey of 20,000 people, whom the authors interviewed up to five times over the course of a year. This panel survey sets the volume apart from most research on racial attitudes. From the summer of 2008 through Obama’s inauguration in 2009, there was a gradual but clear trend toward lower levels of white prejudice against blacks. Goldman and Mutz argue that these changes occurred largely without people’s conscious awareness. Instead, as Obama became increasingly prominent in the media, he emerged as an “exemplar” that countered negative stereotypes in the minds of white Americans. Unfortunately, this change in attitudes did not last. By 2010, racial prejudice among whites had largely returned to pre-2008 levels. Mutz and Goldman argue that news coverage of Obama declined substantially after his election, allowing other, more negative images of African Americans to re-emerge in the media. The Obama Effect arrives at two key conclusions: Racial attitudes can change even within relatively short periods of time, and how African Americans are portrayed in the mass media affects how they change. While Obama’s election did not usher in a “post-racial America,” The Obama Effect provides hopeful evidence that racial attitudes can—and, for a time, did—improve during Obama’s campaign. Engaging and thorough, this volume offers a new understanding of the relationship between the mass media and racial attitudes in America.

Why NATO Endures examines military alliances and their role in international relations, developing two themes. The first is that the Atlantic Alliance, also known as NATO, has become something very different from virtually all pre-1939 alliances and many contemporary alliances. The members of early alliances frequently feared their allies as much if not more than their enemies, viewing them as temporary accomplices and future rivals. In contrast, NATO members were almost all democracies that encouraged each other to grow stronger. The book's second theme is that NATO, as an alliance of democracies, has developed hidden strengths that have allowed it to endure for roughly 60 years, unlike most other alliances, which often broke apart within a few years. Democracies can and do disagree with one another, but they do not fear each other. They also need the approval of other democracies as they conduct their foreign policies. These traits constitute built-in, self-healing tendencies, which is why NATO endures.
