Security has long been a central organizing concept of International Relations. Until the 1980s students of the discipline understood its simple essence in terms of the arms race and balances of power. Then, reflecting changes encouraged by both the inter-paradigm debate and the so-called third debate, security underwent radical reconsideration. The many attempts to redefine the concept led to a proliferation of terms such as true security, global security, common security and environmental security. However, these terms have often been used in confusing and contradictory ways. In attempting to help students deal with this confusion, this book outlines the theoretical tools at the disposal of students for their own rethinking of the concept of security. Middle power states, such as Canada or Denmark, are often thought of as "followers" of great powers rather than significant actors in global security. Challenging this view, this book highlights how middle powers have in fact showed great leadership by developing a "human security" agenda that focuses on countering threats to human beings rather than to nation-states. The work examines how coalitions of middle powers have performed through five case studies: the formation of the Multinational Standby High Readiness Brigade for United Nations Operations (SHIRBRIG), the realization of the Ottawa Mine Ban Treaty, the establishment of the International Criminal Court, the regulation of the legal trade in small arms and light weapons, and the adoption of the Responsibility to Protect (R2P) principle. Furthermore, the book explores how the human security initiatives were shaped by the middle powers' choices of diplomatic strategy, and how they were affected by the reactions of the hegemonic United States. This volume discusses a broad range of vital issues encompassing the production and consumption of food in the current period of climate change. All of these add up to looming, momentous challenges to food security, especially for people in regions where malnutrition and famine have been the norm during numerous decades. Furthermore, threats to food security do not stop at the borders of more affluent countries – governance of food systems and changes in eating patterns will have worldwide consequences.
