The overarching objective of this report was to determine, from current evidence and experiences from the region, a view of co-management application and performance. Among the findings of the review are: (1) Co-management is associated with positive trends across a range of social, ecological and governance indicators; (2) While overall trends in co-management performance are positive, between years the outcomes experienced by fishers and community members vary substantially between positive experiences and improvements and negative experiences and declines; (3) There is substantial variation in the systems to which co-management is applied and the degrees of inclusion, agency, influence and authority of managing partners; (4) Impacts of co-management on environmental and resource condition, and on the livelihood and economic conditions are determined as much by macro-level drivers of change as by co-management; (5) Initiatives associated with improved or alternative livelihoods were frequent; (6) A history of institutional and policy change created conditions enabling co-management arrangements; (7) Co-management is associated with improvements to representation and inclusion of resource users and beneficiaries; (8) National and international commitments have been made to progress gender equity, women’s empowerment, and socially inclusive processes and outcomes; but substantial challenges remain in meeting them; (9) Co-management is generally associated with higher levels of buy-in and compliance by resource users; (10) Monitoring and evaluation should move towards best practice impact evaluation techniques; (11) Co-management arrangements for fisheries are widespread, diverse, dynamic and supported by a range of institutional structures and organizations.

The Asia Regional Workshop on SDG 14.b and Its Associated Indicator 14.b.1 was organized to: (i) Raise awareness about SDG 14.b and the proposed indicator 14.b.1; (ii) Explore the indicator methodology and related issues on data and information sources, analysis, reporting and validation; this included the use of the e-learning platform specifically created for this proposed indicator; (iii) Share experiences and lessons learned regarding the reporting and validation process and identify reasons for non-reporting and non-validation; and (iv) Identify capacity development needs in relation to reporting and validation on SDG 14.b. The Thirty-sixth Session of the Asia-Pacific Fishery Commission (APFIC) was convened in virtual session, Bangkok, Thailand from 5 to 7 May 2021, hosted by the Department of Fisheries, Government of Thailand. It was attended by 50 registered delegates from 17 APFIC member countries, 3 non-APFIC FAO members and 7 observer Regional Organizations. The Commission reviewed the intersessional programme activities of APFIC and endorsed the report of the meeting of the 77th APFIC Executive Committee. The Commission emphasized the importance of fishery management grounded on science for sustainable marine and inland fisheries and recognized the importance of APFIC as a regionally focused platform and requested broader discussions and consultations among members related to APFIC’s future. The Commission endorsed the 2021-2023 biennial APFIC workplan with an amendment to include the establishment of an ad hoc working group to review the limitations and provide recommendations for future of the Commission . The Commission elected China (Chair) and Thailand (Vice-chair) as the office bearers for the Thirty-seventh Session, with India, Malaysia, Philippines elected as Members of the Executive Committee. The Commission agreed that the 37th Session of APFIC will be convened in China in 2023.

The small-scale fisheries subsector is a crucial provider of livelihoods, nutrition, and food security to millions of people all over the world. However, small-scale fishers, fishworkers and their communities face many challenges, including lack of recognition, limited participation in decision-making, unsustainable use of aquatic resources, climate change impacts and conflicting interests with other sectors. This volume provides a human-centered perspective, building on the expanding horizon from biological and economic management to interdisciplinary and transdisciplinary aquatic resources governance. It was prepared in celebration of the tenth anniversary of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). It also provides an update of Berkes’ book, Coasts for People. Interdisciplinary Approaches to Coastal and Marine Resource Management (Routledge, 2015). The original chapters of the book served as the first draft of seven of the chapters, all of them rewritten with multiple authors (total of 20 co-authors) and with an explicit focus on small-scale fisheries through the lens of the SSF Guidelines.Over the years, aquatic resources governance has evolved. For example, the term “resource”, which carried a sense of free goods and commodification of nature, shifted in meaning to include biodiversity and ecosystem services. The term “management” changed to include participation, complexity and uncertainty. The volume focuses on several subject areas as the key elements of an interdisciplinary science of aquatic governance. These include holism and ecosystems view (Chapter 2); coupled humans and environment systems (Chapter 3); fishers’ knowledge (Chapter 4); commons dilemmas (Chapter 5); co-management (Chapter 6); livelihoods and sustainability (Chapter 7); fishery systems resilience (Chapter 8); and ecosystem and human rights-based management (Chapter 9). These interdisciplinary, social science-oriented approaches have shaped recent thinking about small-scale fisheries, helping empower fishers and fishworkers towards a more inclusive, equitable, sustainable and resilient subsector. They also help meet Sustainable Development Goals, particularly SDG1 (No Poverty) and SDG2 (Zero Hunger), consistent with the emphasis of SSF Guidelines on poverty eradication and food security. The intended audience for the volume is broad-based and includes fisheries and aquatic management practitioners and policymakers, scientists and educators. It is an invitation to a new generation of resource managers to be aware of how approaches and concepts have evolved over time to embrace the challenge of interdisciplinarity and complexity to advance the transformation towards sustainable small-scale fisheries.

Food insecurity, hunger and malnutrition have been on the rise in recent years, due to disruptions such as the COVID-19 pandemic, increasing climate shocks and conflicts. Decades of steady progress to reduce food insecurity and malnutrition were often attributed to increased food production and intensification of few food staple crops and livestock, however more recent focus has shifted to the role of small-scale producers and the importance of diverse and nutritious foods. This technical paper brings focus to the often overlooked ‘small fish’ which play an integral role in the food security, nutrition and livelihoods of the small-scale fisherfolk who harvest, process, market, trade and distribute small fish to communities near and far from water bodies. The technical paper explores the various dimensions of the ‘small fish food system’, addressing drivers, scales, interactions and multiple outcomes and trade-offs, such as that of small fish used for food versus feed. Throughout, the work applies a human-centred perspective, emphasizing how people are involved in various stages of a food system, and how interactions and networks between them play a role in food system dynamics and outcomes. It is also emphasizes how people play multiple roles within a food system, and thus should not be narrowly defined as fishers, processors or consumers. The paper documents project implementation and lessons from the FAO subprogramme titled “Implementing the Small-Scale Fisheries Guidelines for gender equitable and climate resilient food systems and livelihoods”, and the SmallFishFood, Ikan-F3, Dried Fish Matters, and Fish4Food projects led by the University of Bergen, the University of Amsterdam and the University of Manitoba.

Illuminating Hidden Harvests: the contributions of small-scale fisheries to sustainable development (hereinafter IHH) is a global study uncovering the contributions and impacts of small-scale fisheries through a multidisciplinary approach to data collection and analysis. The study provides information that quantifies and improves understanding of the crucial role of small-scale fisheries in the areas of food security and nutrition, sustainable livelihoods, poverty eradication and healthy ecosystems. It also examines gender equality as well as the nature and scope of governance in small-scale fisheries. The IHH study was carried out in support of the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), themselves developed in recognition of the plight of small-scale fishers, fishworkers and associated communities and released as a contribution to the International Year of Artisanal Fisheries and Aquaculture 2022. The purpose of this report is to contribute to a more holistic understanding of what small-scale fisheries are, their importance, and why they are essential to efforts to achieve the Sustainable Development Goals (SDGs). By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. With this in mind, the IHH report is aimed at all those with a stake or an interest in the small-scale fisheries subsector, in particular decision-makers who are concerned with fisheries, poverty eradication, food security and nutrition, and sustainable development more generally. It is also addressed to small-scale fisheries actors themselves and those who support them.
