This study documents the characteristics and functioning of fruit and vegetable (FV) value chains in select places in Ethiopia. The case study employed a mixed methods approach, including a survey of 340 FV traders, six focus group discussions (FGDs), and analysis of the policy environment with respect to food and nutrition, the business climate, and the role of micro, small, and medium enterprises (MSMEs) in delivering safe, affordable, and nutritious foods to consumers. Among the nine types of actors that participate in the FV market and were interviewed, the majority (more than 73 percent) were retailers operating either within or outside of wet markets.

In most low and middle-income countries (LMICs) the food system falls short in providing sufficient amounts of healthy foods to a burgeoning population. The growing awareness of how food systems are stressing planetary boundaries and failing to provide sustainable healthy diets and livelihoods has prompted the widespread call to transform the global food system (Béné 2022; FAO et al. 2020, 2024; Webb et al. 2020). Transforming food systems requires engaging various groups of actors with diverse perspectives and challenges (Leeuwis et al. 2021), including setting up alliances with the informal sector (Brouwer & Ruben 2021) and a strengthened focus on the role of micro-, small- and medium-sized enterprises (MSMEs). Globally, MSMEs represent about 90 percent of all businesses and account for 60 to 70 percent of employment and 50 percent of GDP. In the current food system, by being present at all value chain stages and better linking small-scale farmers to markets, MSMEs can offer affordable food to both urban and rural areas, create jobs and opportunities for young and female entrepreneurs, and support sustainable, circular food practices (IFAD 2021). These promises can be fulfilled if certain barriers that can hinder their contributions, such as high rates of food loss and waste (FLW), food safety concerns, and the uncertain informal context in which the majority of them operate are addressed (Termeer et al. 2024).

This paper analyzes the employment characteristics of food micro-, small-, and medium-sized enterprises (MSMEs), using survey data collected from 1,686 food vendors in Addis Ababa and Butajira, Ethiopia. The data suggest that 74 percent of the enterprises were formal or had a tax identification number. The average number of workers across enterprises was 2.3, which varies between 1.2 as in the case of street sellers and 5.3 as in the case of restaurants. Among enterprises with an additional worker besides the owner, only about 32 percent of them had part-time workers. The share of youth in part-time and full-time employment was 43 percent and 28 percent, respectively. Adults especially women constituted the majority of both full-time and part-time workers. More than 53 percent of the enterprises were owned and operated by women, but the significant majority of them were one-person enterprises, suggesting that women-owned enterprises are less likely to create additional jobs. In fact, results from the logistic regressions suggest that the odds of women-owned enterprises employing anyone were between 0.53 to 0.62 times the odds of men-owned enterprises. Only 17 percent of the enterprises had outstanding loans at the time of the survey. However, the relationship between loan uptake status and the number of workers was not strong. Results also indicate that the number of workers was positively and significantly associated with the size of enterprise revenue but the relationship with profitability was not strong, possibly because the size of profits per worker was quite low. To put this in perspective, the size of profits per worker (for example, for street sellers who are mostly self-employed and rarely take their wages into account during cost calculations) was less than the cost of a healthy diet. Overall, while the food MSMEs in the study sites may have the potential to deliver food at lower cost and contribute to gender and social inclusion through self-employment, the scope of food MSMEs, especially those run by women, to generate additional employment appears to be limited.

The 1991 government change in Ethiopia ushered in a centralised system of governance, aimed to bring about harmony and cooperation between different groups and to promote local self-rule. It has proceeded in two phases: 1991-2001 centred on creating and powering National/Regional Governments, termed mid-level decentralisation. Further powers were devolved in 2001 through the District Level Decentralization Program and Urban Management Profram. This volume brings together studies by the Forum for Social Studies and others, with the aim of identifying knowledge gaps for further research and to generate debate on the issues in Ethiopia. The study is in two parts: a literature review seeking to document existing studies and highlight research gaps; and field work which involved a rapid assessment of eight weredas and two kifle ketemas in Addis Ababa. Under its program of land investments, the Ethiopian government has leased out huge tracts of land to domestic and foreign investors on terms that are highly favorable to both but particularly to foreign ones. Critical reports on the ibonanzai reaped by foreign capital have appeared in the world media and the websites of international activist organizations, and while some of these are based on questionable evidence, the global attention they have drawn may well be deserved given the image of the country as a land of poverty and hunger. This study, which is based on information gathered from field interviews as well as other sources, looks at the subject from a land rights perspective, with emphasis on the relations of power between small land-users and their communities on the one hand and the state on the other. At bottom what is at stake is the land and the resources on it, and what is being grabbed are rights that in most cases belong to peasant farmers, pastoralists and their communities. In the long run, the shift of agrarian system from small-scale to large-scale, foreign dominated production -which is what the investment program is now doing- will marginalize small producers, and cause immense damage to local ecosystems, wildlife habitats and biodiversity.

We study price behavior of vegetables and fruits in Ethiopia over the 15 year period from 2005 to 2019 based on large-scale retail and producer price datasets. This is an important topic given the importance of prices for consumption decisions for these nutritious crops. A number of notable findings come from the analysis. First, prices are rapidly increasing both in real terms and when compared to cereals. At the end of the study period in 2019, vegetables and fruits in real terms were significantly more expensive than 15 years earlier. Especially green leafy vegetables show a significant price rise, likely because few high-yielding varieties of these vegetables have been made available and adopted by producers. Second, part of the rise in prices is explained by increased marketing margins. To understand what accounts for these increases in the marketing margins for fruits and vegetables requires more research, as they contrast with stable or declining margins seen for other food crops over the study period. Third, we see significant seasonality in vegetable prices that is mostly driven by supply factors, but also by demand shifts due to increased demand in fasting periods. Fruit prices do not show such high seasonal variation, however. Fourth, there is significant spatial price variation in the country – vegetable prices are 60 percent more expensive in lowland regions than in the Amhara region, where vegetables are cheapest. Fruit prices in the lowlands are double the prices in the major producing area, the Southern Nations, Nationalities, and Peoples' (SNNP) region.
