When Charles Evans Hughes defeated William Randolph Hearst for the governorship of New York in 1906, the New York State Republican Party was split between the remnants of the rural, conservative Platt political machine in Albany and the forces loyal to the progressive, energetic President and former New York Governor, Teddy Roosevelt. Although Hughes owed his nomination largely to Roosevelt's desire to weaken conservative influences, the aloof and independent governor's moral idealism and legal experience led him to positions more liberal and unyielding than even Roosevelt could endorse. In this thorough study of Hughes's two terms as governor, Robert F. Wesser depicts the tensions of conservativism and liberalism, corruption and moral indignation, which rent the state government under his administration. Making use of unpublished manuscript collections, both personal and organizational, and other primary sources, Wesser evaluates the strengths and weaknesses of Hughes as a political leader and reformer. He shows that despite opposition from his own party, Hughes's governorship produced important reform legislation in three areas: improvement of the machinery and processes of government; extension of the state's regulatory authority over businesses engaged in public services; and expansion of governmental police and welfare functions. These legislative achievements were supplemented by Hughes's relentless dedication to administrative efficiency, which helped shift the focus of New York politics from the legislature and party organization to the office of the governor. But not all Governor Hughes's efforts were successful, and Wesser carefully analyzes his failures as well as his triumphs-including the humiliating defeat at the hands of his own party's bosses in his quest to pass a direct primary voting bill-providing a complete portrait of a significant turning point in the history of New York and of the man who undermined some of the very foundations of the old political order. First published in 1967, Charles Evans Hughes remains an import work of scholarship on the history of New York and of the Progressive Era more broadly.

The Secretary of State is in charge of defining and implementing U.S. foreign policy. While that role has weakened some over the past 50 years, a mere roll call of illustrious past Secretaries of State invokes the position's importance. Thomas Jefferson, Henry Kissinger, John Quincy Adams, William Jennings Bryan, Henry Clay, James Madison, George C. Marshall, George Schultz, and Daniel Webster are just a few of the Secretaries profiled within these 65 entries. Arranged A-to-Z, each essay is multifaceted, offering information personal, professional, and political. The majority of each piece deals with foreign policy ideas before he or she became the Secretary, what American foreign policy was like while in office, and the major foreign policy issues during tenure. Each piece concludes with a concise and useful bibliography. A unique look at U.S. foreign policy making and diplomacy through the experience of the person whose job is to craft and implement it. Each secretary's early life and background are included, as is his or her education and influences. Careers before becoming Secretary of State are detailed, as are expressions of ideas relating to U.S. foreign policy prior to appointment. Then the piece examines his tenure in office itself, from appointment as secretary, to relations with the President, Cabinet and Congress. Most importantly the major foreign policy issues of the day are given a thorough going over. Finally the circumstances of leaving office, a post-career summary, and then a general assessment of his or accomplishments and shortcomings as secretary.

With the centennial of the First World War rapidly approaching, historian and bibliographer James T. Controvich offers in The United States in World War I: A Bibliographic Guide the most comprehensive, up-to-date reference bibliography yet published. Organized by subject, this bibliography includes the full range of sources: vintage publications of the time, books, pamphlets, periodical titles, theses, dissertations, and archival sources held by federal and state organizations, as well as those in public and private hands, including historical societies and museums. As Controvich’s bibliographic accounting makes clear, there were many facets of World War I that remain virtually unknown to this day. Throughout, Controvich’s bibliography tracks the primary sources that tell each of these stories—and many others besides—during this tense period in American history. Each entry lists the author, title, place of publication, publisher, date of publication, and page count as well as descriptive information concerning illustrations, plates, ports, maps, diagrams, and plans. The armed forces section carries additional information on rosters, awards, citations, and killed and wounded in action lists. The United States in World War I: A Bibliographic Guide is an ideal research tool for students and scholars of World War I and American history.

Following the 1917 Bolshevik Revolution, the American government refused to grant de jure recognition to the Soviet regime. American courts likewise refuse to acknowledge the legal existence of the Soviet Union in matters concerning Russian property in the United States. In the 1933 Litvinov Assignment, when President Roosevelt granted conditional recognition to Moscow, the Soviets assigned its rights to Russian property in the U.S. to the American government. The assignment, however, proved to be difficult for courts to interpret and implement after 16 years of nonrecognition. In 1937, the Supreme Court ruled in United States v Belmont that the assignment had been an executive agreement with the same domestic legal effect as a treaty. Five years later, it ruled that the American government had a superior claim to disputed Russian property to that of any private claimants because of the 1933 executive agreement. A review of the cases concerning the legal effects of Soviet-American relations from 1917 to 1942 demonstrates the domestic impacts of foreign relations and the role of the courts as they influence the conduct of foreign relations.
