Children and adolescents, up to approximately age 20, are more susceptible than adults to potential health risks from chemicals and environmental hazards. Hazardous chemicals can interrupt or alter the normal development of a child's body, leading to lasting damage. Since children are smaller than adults, similar levels of exposure to toxic chemicals will have a greater effect on children compared to adults. In addition, the prevalence of chemicals in the modern era means that children today are exposed to dangerous chemicals throughout their lives, beginning in the womb. Children generally rely on adults to protect them from the risks associated with exposure to dangerous environmental agents. Through education and training, however, children and adolescents can empower themselves about the risks associated with hazardous chemicals. Once young people are aware of the threats in their everyday lives, they can take action with the adults in their schools and communities to create safer conditions. This manual will inform you about health risks associated with exposure to chemicals and environmental hazards, especially mercury, and explain what you as a student can do to promote chemical safety in your school and community. A procedure for cleaning up a mercury spill safely is appended. (Contains 4 figures, 4 tables and 15 footnotes.) Designed as a "Participant's Manual" to be used as part of a "Chemical and Mercury Management in Schools Training," this document focuses on the policies and programs needed at the school and district level for safe and sustainable chemical and mercury management practices. This document is designed primarily for school administrators (principals and other policymakers), with a focus on issues of relevance in Thailand and throughout Southeast Asia. The goal is to minimize the incidence of chemical spills, exposures, and emergency scenarios in schools. Parents and others in the community who are interested in school health and safety policies also may use this booklet to determine whether their children's schools are effectively minimizing potential exposure to dangerous chemicals and products. This Participant's Manual is organized as follows: (1) Chapter 1 explains the susceptibility of children to mercury and other chemical hazards, and why school teachers and administrators should be concerned. There is growing concern about the possible use of toxic industrial chemicals or other hazardous chemicals by those seeking to perpetrate acts of terrorism. The U.S. Chemical Security Engagement Program (CSP), funded by the U.S. Department of State and run by Sandia National Laboratories, seeks to develop and facilitate cooperative international activities that promote best practices in chemical security and safe management of toxic chemicals, including: Partnering with host governments, chemical professionals, and industry to assess and fill gaps in chemical security abroad. Providing technical expertise and training to improve best practices in security and safety among chemical professionals and industry. Increasing transparency and accountability for dangerous chemical materials, expertise, and technologies. Providing opportunities for collaboration with the international professional chemical community. The Department of State called on the National Academies to assist in the CSP's efforts to promote chemical safety and security in developing countries.
