China's transition from a planned economy to a market economy has succeeded in producing more than a decade of phenomenal growth. Whilst similar reforms in countries of Central and Eastern Europe and the former Soviet Union have seen an initial downturn in production, usually with a significant rise in unemployment, the success of the approach taken by China has been remarkable. However, China embarked upon the process, without a well-designed blueprint at the outset. The resulting piecemeal, partial, incremental, and often experimental approach has proved complicated to implement - requiring a complex melding of politics and economics, internal and foreign affairs, government and market. This book reviews the basic process of China’s fourteen five-year plans with systematic theoretical overview and rich historical data and moves on to discuss the theoretical logic of plan-based state governance. The authors hold that the five-year planning system with Chinese characteristics is a flexible planning system; through adaptive macro-planning and incentive target governance, it mobilizes government, market and social forces to work together to fulfill national objectives and is a representative mechanism of the state governance system and a symbol of modernized state governance capacity. From an academic point of view, it theoretically answers questions about what, why and how concerning the five-year plans. From an interdisciplinary perspective, it explores the theoretical logic and experience of plan-based governance by combining Marxism, western theories, and the science of history. Also, it tries to represent historical facts based on a vast literature about the history of CPC and PRC, reviews historical details of the previous thirteen five-year plans, and describes the great journey of the plan preparation and implementation under the CPC leadership. This book deconstructs a series of myths surrounding China’s economic rise. The first myth is that globalization led directly to China’s rise; the second is that China is another East Asian developmental state; the third that China’s market reform had been implemented in an incremental way; and fourth that China’s ‘resilient authoritarianism’ has been effective in ensuring the country’s economic and political transformation. Yue argues that the China model is one of ‘crony comprador capitalism’ that has hindered the country’s attempts at economic and political modernity. It is argued that the United States’ strategy of integrating China into the international system is self-defeating in the long run; not because such an approach has created a 'restless empire' capable of challenging US primacy, but because the Chinese 'miracle' has subsequently backfired on the liberal order created after World War Two. Covering the entire reform period from the end of the Cultural Revolution in 1976 to the present day, the author calls for readers to rethink globalization and leave more policy space for China and the developing nations to pursue national development through internal integration, which is more conducive to democratic transition and global peace.

From 1949 to 1978, communist elites held clashing visions of China’s economic development. Mao Zedong advocated the “first way” of semi-autarchy characteristic of revolutionary Stalinism (1929–34), while Zhou Enlai adapted bureaucratic Stalinism (1934–53) to promote the “second way” of import substitution industrialization. A Third Way tells the story of Deng Xiaoping’s experimentation with export-led development inspired by Lenin’s New Economic Policy and the economic reforms of Eastern Europe and Asia. Having uncovered an extraordinary collection of internal party and government documents, Lawrence Reardon meticulously traces the evolution of the coastal development strategy, starting with special economic zones in 1979 and evolving into the fourteen open coastal cities, the Hainan SEZ, and eventual accession to the global trade regime in 2001. Reardon details how Deng and Zhao Ziyang tackled large-scale smuggling operations, compromised with Chen Yun’s conservative views, and overcame Deng Liqun’s ideological opposition.
