As Congress considers reauthorization of the laws which provide funding for the Child Care and Development Fund (CCDF), there is interest in understanding what accounts for recent trends in child care subsidy receipt among eligible families and what research says about subsidies¿ effects on parents¿ ability to obtain and maintain employment. "The evidence presented in this paper questions whether the current U.S. Department of Defense (DoD) system of in-kind subsidies for child care is meeting DoD recruitment, readiness, and retention goals or service member needs in an optimal way. DoD appears to be reaping limited benefits from the substantial subsidies provided to families that use Child Development Centers. Many families cannot or choose not to use the subsidized on-base DoD programs; these families receive no support for child care costs. The authors' findings suggest that the DoD child care system could change in a number of ways to better meet DoD and family needs. First, it could redistribute resources within the current system. Rethinking priority policies from the perspective of both child care need and the degree to which care characteristics fit with likely DoD and service member needs would be another important way to change the system. DoD may also wish to expand the child care benefit to cover more military families and a broader set of child care needs. Alternatively, DoD could expand access to child care through the use of cash benefits, vouchers, and/or negotiated discounts with local providers that meet quality standards, while continuing to provide some amount of DoD Family Child Care homes and Child Development Center care. DoD may also want to invest more resources in assessing the value of child care benefits, as it does for other military compensation components." -- provided by publisher.

In 1991, the National Center for Children in Poverty undertook a study of low-income parents as child care consumers. The study involved a review of current research findings, interviews with staff of child resource and referral agencies, and an examination of child care consumer education provided in the Job Opportunities and Basic Skills (JOBS) program. This report presents the results of these inquiries. Chapter I identifies sources of consumer information on child care. Three public subsidy programs discussed are the Family Support Act, Child Care and Development Block Grant, and the Title IV-A At-Risk Child Care Program. Chapter II considers parents as child care consumers, examining the ways parents search for child care, the kinds of child care families use and the kinds they really want, and the child care characteristics that satisfy parents. In chapter III, the same issues are examined with respect to low-income parents. In addition, constraints facing low-income child care users, including transportation problems, time constraints, lack of money and expertise, and problems related to cultural differences, are discussed. Finally, chapter IV focuses on the provision of child care consumer education, identifying essential program features, points in time when consumer education should be provided, delivery methods, and information provided to JOBS participants. Updated as of May 29, 2018 The Agricultural Marketing Service (AMS) is changing the hourly fee rates for Science and Technology (S&T) Laboratory Services. The agency is raising these rates to reflect, among other factors, national and locality pay increases for Federal employees and inflation, operating costs, instrumentation and training, and program and agency administrative overhead costs. In the past, AMS has amended its regulations on an as needed basis in order to recover laboratory program costs. With this regulation, AMS is providing for three annual standard hourly fee rate increases for fiscal years 2007-2009. This will provide the agricultural commodity industries and other stakeholders with more timely and relevant information regarding user fees for voluntary laboratory testing services. The agency is also removing tables and schedules with listings of individual tests and services. Three annual hourly fee rate adjustments are established by this action for appeals, holiday, and overtime services to reflect the anticipated increase cost of providing these laboratory services each fiscal year. The regulations also are updated to identify current facility addresses. Part 92 is obsolete and therefore has been removed.
