As the United States slowly disengages from the Middle East and Europe faces internal challenges, a new actor is quietly exerting greater influence across North Africa: China. This engagement with North Africa relates to the key aim of President Xi Jinping's Belt and Road Initiative (BRI), which wants to connect Asia, Africa and Europe and sees potential in North Africa's strategic geographic location. This book is the first to analyse China's role in North Africa. It comprises of five leading country experts - Anouar Boukhars, Yahia Zoubir, Sarah Yerkes, Tareki Magresi and Nael Shama – who examine the various socio-economic, political and security aspects of China's relationship with Algeria, Morocco, Libya, Tunisia and Egypt. The book explores how China is displaying a development model that seeks to combine authoritarianism with economic growth, a model and that has an eager audience among regimes across the MENA region. China and India's spectacular economic rise over the last two decades has accelerated their trade and investment flows with the Middle East and North Africa (MENA), particularly with the oil-producing countries. And while these flows are still small, China and India's presence in the region is on the rise. This report focuses on the following questions: what have been evolution and the impact of MENA's trade and investment relations with China and India? what actions can be taken to maximize the benefits from these relations and to enhance MENA's international integration? The main findings indicate that the region as a whole has benefited from the rise of China and India in terms of better terms of trade, significant increases in oil and gas exports, and cheaper imports. However, producers of industrial goods have been negatively-and in a few cases severely-affected by competition with the two Asian countries in both third and domestic markets. While China and India are investing more in MENA, they are contributing very little to job creation or to the transfer and diffusion of technology. Faster growth in the two Asian countries-and the associated higher demand for energy-will increase revenues from oil and the difficult choices associated with their management. For the labor-abundant, non oil-producing countries, competition with China and India will increase. But the lack of competitive manufacturing industries and services, the insufficient attention given in the past to building technological capabilities and promoting openness and entrepreneurship are constraining their ability to respond to competition. They need to accelerate productivity to tackle unemployment, especially among youth. This may require the broader institutional changes seen in China and India-suggesting the importance of a pragmatic reform agenda that can accelerate productivity, trade, and investment in the region.

China leads the world when it comes to investment and influence on the African continent. The extent of Chinese investment in Africa is well known and much has been written about China’s foray into Africa. However, most of the available material has approached this issue by looking at China as the ’New Colonialist’ – more interested in Africa’s vast natural resources than working in partnership for sustained development. Whilst China’s interest in Africa’s resources is evident, it is just half of the story. China’s foray into Africa goes beyond its appetite for natural resources and into the realm of geo-politics and international political economics. For example, China is all too aware of how it can cultivate Africa’s support on global issues at the United Nations and at other international fora. Breaking free from the binary arguments and analysis which characterize this topic, Professor Abdulai presents a refreshing perspective that China’s foray into Africa can produce win–win outcomes for China and Africa – if Africans really know what they want from China. Hitherto, each African country has tended to engage China with an individual bucket list; acting in isolation and not as part of a wider continent (indeed Africa and the African Union does not yet have a coordinated policy towards China). For Africa to be able to do that it needs to know where China is coming from, the factors that contributed to its awakening and success, and the benefits and possible pitfalls of this foray, in order to better position itself for a win–win engagement with China.
