This book explores China’s approach to the nuclear programs in Pakistan, Iran, and North Korea. A major power with access to nuclear technology, China has a significant impact on international nuclear weapons proliferation, but its attitude towards the spread of the bomb has been inconsistent. China’s mixed record raises a broader question: why, when and how do states support potential nuclear proliferators? This book develops a framework for analyzing such questions, by putting forth three factors that are likely to determine a state’s policy: (1) the risk of changes in the nuclear status or military doctrines of competitors; (2) the recipient’s status and strategic value; and (3) the extent of pressure from third parties to halt nuclear assistance. It then demonstrates how these factors help explain China’s policies towards Pakistan, Iran, and North Korea. Overall, the book finds that China has been a selective and strategic supporter of nuclear proliferators. While nuclear proliferation is a security challenge to China in some settings, in others, it wants to help its friends build the bomb. This book will be of much interest to students of international security, nuclear proliferation, Chinese foreign policy and International Relations in general.

ERWs, better known as "neutron bombs," are specialized nuclear weapons with reduced blast effects and enhanced radiation, making them ideal tactical and antipersonnel weapons. Declassified U.S. intelligence and Chinese press reports indicate the People's Republic of China (PRC) was interested in an ERW in 1977 and successfully tested a device on September 29, 1988. To date, however, these sources provide no evidence of deployment. This study exploits primary source documents to reconstruct the ERW program's history, assesses drivers behind decisions throughout the program, and considers broader implications for PRC decisionmaking on weapons development. This case study suggests a model of a "technology reserve" in which China develops a weapons technology to match the capabilities of another state but defers deployment. This paper presents an analytic framework for examining how the technology reserve model might apply to China's decisionmaking on ballistic missile defense (BMD), antisatellite (ASAT), and hypersonic glide vehicle (HGV) systems.China's nuclear force modernization and its lack of transparency have long been of interest to U.S. policymakers and analysts. One of the most opaque and debated aspects of this discussion is China's tactical nuclear weapons (TNWs), or nuclear weapons designed to be used on a battlefield. Enhanced radiation weapons (ERWs), better known as "neutron bombs," are specialized TNWs with reduced blast effects and enhanced radiation, making them ideal tactical and antipersonnel weapons. Current literature on China's ERW is limited, but one author claims Chinese leaders have expressed "an unusual degree of fascination with" ERWs. Along with General Claire Chennault's "Flying Tigers," the men and planes of the 490th Bomb Squadron became famous as the "Burma Bridge Busters." From late 1942 to the end of the war, their incredible feats of low-level bombing and strafing of Japanese-held bridges, airfields, and troop facilities in occupied Burma hindered the Japanese advance in Asia, and provided critical air support for the allies fighting on the ground. The author's uncle, a radioman/waist gunner in the 490th, was killed on a mission in the waning days of the war. This book is both a search for his memory, and a tribute to the squadron in which he proudly served and sacrificed his lifethe "Burma Bridge Busters." The author was born and raised in Chicago. In addition to writing and traveling, he is an avid fisherman, hunter, and scuba diver. He has published Seasons of Harvest, a three-volume historical novel, and is at work on a second novel titled Cumberland Road. This book is his first nonfiction work.
