This study offers over 600 selected quotations from the writings of over 200 Chinese authors published from 1994 to 1999. Analysis and interpretation are kept to a minimum so that the Chinese may speak for themselves. Many Chinese scholars assisted with this study by providing hard-to-get books and articles unfamiliar to most Westerners. Half the authors were interviewed in China. They explained some of the viewpoints in recent debates about the future security environment. Debates in China are generally concealed, and frequently authors pretend they do not exist. However muted they may be, China's debates about the future nevertheless exist and merit attention if we are to understand the premises of China's national strategy and set a baseline from which to measure any future change in these premises.

This study's main finding is that for these Chinese authors, the future security environment is remarkably clear, even if some aspects are still subject to debate. Surprisingly, this clear picture is consistent with what Chairman Mao and Premier Zhou Enlai told President Richard Nixon and Henry Kissinger 25 years ago: namely, a multipolar world was emerging and that four nations threatened China-Russia, India, Japan, and America. Although there is some debate among them, Chinese authors consistently express suspicions about other foreign powers, especially the United States, Japan, and India. As Stanford Professor of Political Science Michel Oksenberg states, China's leaders are naturally suspicious of foreign powers. They believe that foreign leaders tend to be reluctant to welcome China's rise in world affairs and would prefer to delay or obstruct its progress. They fear that many in the outside world would prefer to divide China if given the opportunity. China's leaders retain in their minds a strategic map of the points on their periphery that make them vulnerable to foreign influence.

In fact, Dr. Yuan asserts that China has adopted an approach he dubs "conditional multilateralism." According to Dr. Yuan, China now recognizes that multilateral engagement is unavoidable and indeed can be useful in advancing China's interests. China's embrace of multilateralism, however, varies depending upon the particular forum and specific issue. Furthermore, Dr. Yuan contends China remains leery of entering into arrangements that might constrain its independence and flexibility. This change in China's attitude toward multilateralism is a significant one that has important implications for U.S. national security strategy and for U.S. interests in the Asia-Pacific. China's continuing rapid economic growth and expanding involvement in global affairs pose major implications for the power structure of the international system. To more accurately and fully assess the significance of China's emergence for the United States and the global community, it is necessary to gain a more complete understanding of Chinese security thought and behavior. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

While "knowing your enemy" has long been a Chinese stratagem, cultural intelligence only recently has gained precedence in American military strategy. Our efforts in Iraq, Afghanistan, and the war on terror remind us of how differently much of the rest of the world thinks and perceives. This monograph is an effort to better understand Chinese thinking. Ms. Susan Craig's research into Chinese threat perceptions is important for several reasons. Above all, it provides valuable insight into the comprehensiveness of the Chinese concept of national security and how China perceives itself, the world, and China's place within it. Further, the author's deliberate effort to maintain a Chinese perspective by relying solely on Chinese sources - namely, scholarly journals, the news media, official policy pronouncements, and personal interviews-demonstrates that Chinese intentions and motivations are not a secret. The author's research shows that there is a significant amount of information about Chinese concerns, perceptions, and motivations that is available openly, and that many of China's influential elite are willing and able to meet and openly exchange ideas. Also, it shows that there is an active arena for debate in China on national security issues. Likely due to the rapidly changing international environment and China's growing interest and participation in it, Chinese perceptions about its national security are more diverse, nuanced, and sophisticated today than ever before. By acknowledging that Chinese thinking is not monolithic, we can better appreciate and influence debates that are occurring. While Ms. Craig's analysis shows that the Chinese perspective is very different from our own, it also shows that the two perspectives may share a common view of the future. Both the United States and China aspire to a future with a free, open, and robust economic marketplace and an international order where all nations contribute to peace, development, and prosperity (in other words, where we are all "responsible stakeholders"). Despite Chinese fears, the United States does not strive to overturn the current world order; we have as much at stake in maintaining it as China does. We also confront similar nontraditional threats: terrorism, pollution, proliferation, energy insecurity, drug trafficking, and infectious disease. With cooperation in pursuing shared goals and overcoming shared threats, the threats we each perceive as posed by the other are likely to diminish. If that is not reason enough to study China's threat perceptions, perhaps beating the Chinese at their own game is. As Ms. Craig's research demonstrates, China's influential elite spends a great deal of time studying American policy and politics and has a very good understanding of American threat perceptions. In November 2002, the Chinese Communist Party held its 16th Congress and formally initiated a sweeping turnover of senior leaders in both the Party and the People's Liberation Army (PLA). The meeting heralded not merely a new set of personalities in positions of political and military power, but also the emergence of a new generation of leaders. Who are these individuals, and what does their rise mean for the future of China and its military? The group of China specialists who have written this book have applied their research talents, intelligence, and hands-on experience to clarify and explain the most important issues of the day in China. China obviously matters to the United States because of its size, its spectacular patterns of growth, its profound problems linked to rapid growth, and its military intentions. These specialists have avoided the diseases of bias, demagoguery, predispositions, and showmanship, which infect so many of the analyses of China. Rather, they have examined the facts and the trends to explain the divisions and cohesions in the Chinese leadership and their potential significance to the United States and the rest of the world. These annual conferences have a long continuity stretching back to the early 1990s. Hence, there is a common database for the books produced each year. The writers revisit major problems in China's development, particularly in the military sphere. They also examine how Chinese policies have evolved over the years, and how important the United States has been in influencing China's strategy. What, for instance, will the emerging leadership with its factious differences do about Taiwan and North Korea?
