On July 15, 1997, the U.S. Army War College hosted a delegation from the Chinese Academy of Military Science. During the delegation's visit, Academy representatives and members of the U.S. Army War College faculty engaged in discussions ranging from professional military education to national security and military strategy. The highlight of the visit, however, was a speech delivered to the U.S. Army War College Corresponding Studies Class of 1997 by the Chinese delegation's leader, Lieutenant General Li Jijun. As relations between the United States and the People's Republic of China continue to improve, elements of the People's Liberation Army have demonstrated their sincere willingness to work toward better professional relationships with their U.S. military counterparts. In his address, General Li set the cornerstone for a future relationship between the Academy of Military Science and the U.S. Army War College that will further those goals. General Li graciously agreed to the publication of his address.

Fortifying China explores the titanic struggle to turn China into an aspiring world-class military technological power. The defense economy is leveraging the country's vibrant civilian economy and gaining access to foreign sources of technology and know-how. Drawing on extensive Chinese-language sources, Tai Ming Cheung explains that this transformation has two key dimensions. The defense economy is being reengineered to break down bureaucratic barriers and reduce the role of the state, fostering a more competitive and entrepreneurial culture to facilitate the rapid diffusion and absorption of technology and knowledge. At the same time, the civilian and defense economies are being integrated to form a dual-use technological and industrial base. In Cheung's view, the Chinese authorities believe this strategy will play a key role in supporting long-term defense modernization. Since the early 1980s, a prominent and consistent conclusion drawn from research on China's defense-industrial complex has been that China's defense-production capabilities are rife with weaknesses and limitations. This study argues for an alternative approach: From the vantage point of 2005, it is time to shift the focus of current research to the gradual improvements in and the future potential of China's defense-industrial complex. China is flexing its growing military and strategic clout in the pursuit of broadening national security interests. At the same time, the country’s economic and technology policies have also become more nationalistic, state-centered, and ambitious. More high-end, disruptive forms of innovation that would lead to major breakthroughs are likely to be beyond China’s reach in the near-to medium term. This volume provides a wide-ranging and detailed assessment of the present state of the Chinese defense economy at a time of rapid change and accelerating advancement in its innovation capabilities and performance.
